Canada has long been attracting attention because of its high coverage and high quality child security system. This paper explores Canada’s child security system and polices from historical perspective, combined with horizontal political, economic and social development.Canada’s child security system has a long history of development, and its development has undergone three stages:the early 19th century to the early 20th century, the period between Second World War and the baby boom;the period that starting from 1970s.Reflecting the history of the Canadian child security system, there are mainly four motivations for the development of Canada’s child security system.1.From an economic point of view, the increasing participation of women in labor markets in obtaining labor remuneration also prompted the Government to begin to rethink the notion that the barriers to the various forms of protection they provide, and that child protection remains a matter of concern The 2.From the perspective of the social environment, the struggle of women’s organizations and the feminist movement have enabled child protection to be preserved.3.From a political point of view, with the development of the times, the change in family structure, the increase in women’s participation in the labor market and the consequent social risks posed a new challenge to political redistribution.4.From a cultural point of view, liberalist theorists argue that social justice is always easier to achieve national unity for the role of national unity in maintaining a publicly supported welfare state, and that they can reduce the need to reduce high-income groups Redistribution and reduction of any corrosion due to the diversity of ethnic diversity resulting from migration.Tax benefits, caregiving benefits, early education and care, and registered education savings programs are the core elements of the Canadian child security system and are the main subjects of this paper. These four aspects reflect the Canadian child security system is a concern about the vertical growth and development of children, promote children’s economic and health improvement system. After examining Canadian child security system from four aspects:tax benefits, caregiving benefits, early education and care, and a registered education savings program,we can think about the impact of the Canadian child security system from the following three dimensions.1.From a dimension of economic development,a healthy economy depends on high quality child care services.Countries with the most healthy families and sustained economic development are also the most likely to consider an educational system as an important part of the public infrastructure that supports the economy.2.From the perspective of the family structure,a sound child security system and a good infrastructure can lead to a balance between work and family, while promoting fertility improvement andimproving the inverted pyramid family structure.3.From the perspective of political ecology, child protection can promote cooperation between the Canadian federal government, the provincial government and the municipal government, while ensuring the independence of all levels of government,so that child protection can be carried out nationwide The This has led to a virtuous development and recycling of federal politics in Canada. From the above aspects of the Canadian children’s system has a preliminary understanding and summary of the study after the conclusion is:1.Canada’s child security system is subject to social values, economic development, political and social forces and the balance of the results;2.Child security system in Canada is not limited to physical benefits. It highlights the values and right of children, trying to respect and protect each child and explore each child’s potential and creativity;3.Canada’s child security systemhas a profound impact on its economic development, family structure and political ecology;4.For our country,we can learn from the Canadian child security system experiences:to establish the concept of children’s rights, improve children rights’ protection laws and regulations, the governments are expected to take more responsibilities and spend more on Child Security System.
