Research On The Problems And Countermeasures Of The Disabled Elderly Institutional Care

Our country has more than 40 million disability elders,the model of family care and community care is difficult to meet the disability elderly demand for long-term?professional care.Institutional care,as the most suitable one to solve the problem of disability elders,has achieved constant development.This article is through to the Tianjin X public-to-private pension agency to conduct on-the-spot investigation,though the questionnaire and interview to stay in the elderly,nursing staff and agency heads.The author finds that mild disability elders are more likely to day care services.Moderate disability elders and severe disability elders demand for medical services.Pension institutions are only to provide a simple hello medicine,transfusion and other services,which is difficult to meet the medical needs of disability elders.By doing the interview of head of the nursing personnel,organization,the author finds that single pension agency services,nursing staff shortages,professional level,the country's relevant laws and regulations are not very well,support small,lack of social forces to participate in and so on.In the perspective of the demand of the various stakeholders and by consulting the relevant literature for disability elders problems in pension agency's care,the author puts forward some countermeasures for development of disability elders:clear government duty,strengthen the support of pension institution;through the transfer of pension insurance system the organization's risk;strengthen the propaganda and guidance to strengthen the construction of old-age nursing staff team;encourage the public to participate in the pension services;establish a mechanism of the third-party evaluation,reducing the occurrence of the dispute;vigorously develop "medical and old-age care fusion" geriatric nursing reform model.
