The Running Interference And Response Of The System Of Local Government’s List Of Powers And Responsibilities Under The Public Perception Field Of View

At present,the local governments have achieved initial results in the construction and operation of the system of power and responsibility list which the exercise of government power and the process of government affairs are more standardized and orderly,and the cycle of public affairs is generally shortened,according to the guiding documents issued by the State Council to implement the system of power and responsibility list.However,system of power and responsibility list in the exploration stage still has obstruction and problems in the actual landing,which to some extent weakens the guidance and help of the system of power and responsibility list to the public,which will damage the credibility of the government in the long run.As the public organization that serves the people,the public products produced by the government should be tested and evaluated by the public,so it is necessary to analyze the operation obstruction of the government’s system of power and responsibility list from the perspective of public.However,in order to make up for the subjectivity of public evaluation,the objective operation state of system of power and responsibility list is supplemented.This paper defines the system of government power and responsibility list as a series of norms that the administrative department with law enforcement as its main responsibility,under the premise of adhering to the principle of consistency of power and responsibility,combs the legal power and responsibility matters performed by the department and actively discloses them.Based on the existing theories,the public perception and evaluation of the running effect of the government’s system of power and responsibility list are obtained by means of questionnaire survey,and combined with the actual running status of the Changchun government’s system of power and responsibility list,then the subjective and objective dimensions show that the running obstruction of Changchun system of power and responsibility list,which include in the low public awareness,poor accessibility and nonstandard content.Then,this paper analyzes the causes of the obstruction of the government’s system of power and responsibility list,for example,the deviation of government officials’ ruling idea and the weak ability of digitization,the lack of public ownership and ability to participate in it,the lack of restriction and supervision,and the obstruction of feedback channels.Finally,based on the principle of feasibility and applicability to improve civil servants’ cognitive level and digital propaganda ability of the accrual list system,enhance public awareness and ability to participate in the construction of the accrual list system,improve the relevant supervision and restriction mechanism and unblock feedback channels,aims to promote the improvement and optimization of the local government’ system of power and responsibility list.
