Choosing university students to serve as village officials is a major policy of the Party Central Committee.Some university students are selected to serve as village officials to strengthen the construction of rural grassroots,to explore the way of students' employment and to cultivate backup talents for The Party and Authorities.In 2008,the Party Central Committee issued a document and decided to choose 100 thousand university graduates to serve the rural development during the following five-year-plan.By the end of 2015,137,898 university students have been chosen to serve village officials are selected all over China.This thesis consists of four chapters.Chapter 1 provides an overview of the key issue to be addressed,explains the plan of the paper and illustrate the research purpose and significance.It is not until the implement of the policy that the rhythm of the economic development is accelerating as well as some outstanding university students served as village officials are emerging.Chapter two focus on the background and the process of the implement of the policy,which is beneficial to promote the construction of new suburb,to relieve the pressure of employment and to consolidate the Party's ruling foundation.The policy development for universities students serving as village officials are involved three stages,namely the period of germination,development and popularization.Consequently,the Party Central Committee's policy received high attention and positive response by Anhui province.Since 2008,some outstanding undergraduates have been selected to serve as the assistant of the Party Branch Secretary and the Village Committee Director.By the end of 2016,the number of the students serving as village officials have been ascending.As the number of university students serving as village officials was increasing,some real problems emerged in the process of the policy implementation.Chapter three concentrate to interpret the policy.Although the government committed to optimized the relevant policy,some problems and trouble emerge continuously.For instance,as a village official for a university graduates,the relatively low salary,the mixed motivation,the complicated identity,the relatively scare capacity,unable to participate in the core power circle,and so on.Meanwhile,as the policy of university students serving village official was proceeding,the future of those students whose term as village official for a university student expired.By using the methods of documentary,interview and questionnaire,six factors can be found which have influence on the collage students' career.Those are the impure motivation,formalized training,deficient in efficiency,the fuzzy functions of position,the low salary and lack of career planing.Chapter four clarified the countermeasures for establishing the collage students' career planing.With the relatively policies are optimizing,the future of the collage students serving as village officials has been a hot topic.When the term has run out,the collage students serving as village officials can choose to establish a business,to be a civil servant,to elevate his academic degree and so on.Whatever they will choose to be,making a reasonable career planing is of great significance,both for the the collage students serving as village officials and the authorities.
