Study On The Evaluation And Promotion Of Beijing's Urban Governance Capacity

In 2015,Beijing's per capital GDP exceeded $17 thousand and the urbanization rate reached 87.6%,close to the level of high-income countries.With the development of its economic,comprehensive competitiveness and international influence,Beijing has become a modern international metropolis.However,in the long process of rapid development,the sustained and healthy development of Beijing has been restricted,due to the rapid population growth,unscientific urban function positioning,unreasonable urban planning and imperfect system caused by the economic development.Therefore,this paper discusses the connotation and analysis framework of urban governance capacity,then constructs a comprehensive evaluation index system of urban governance capacity,comparative analysis the difference of Beijing,Shanghai,Guangzhou,Nanjing's urban governance capacity,find out the main problems of Beijing urban governance capacity,then put forward the suggestions on how to improve the Beijing's urban governance capacity,which is of great practical significance to improve the quality of urbanization and promote the sustained and healthy development of Beijing.Based on the goal of the modernization of national governance system and governance capacity putted up on the third Plenary Session of the 18 th CPC Central Committee,this paper constructed comprehensive evaluation index system of urban governance capacity from five dimensions: good municipal government,extensive and effective social participation,perfect legal protection,sound cross regional cooperation and excellent ecological environment.Then,use factor analysis method to evaluate the urban governance capacity of Beijing,and compares the evaluation results with Shanghai,Guangzhou,Nanjing,draw the following conclusions:(1)In four cities,Beijing's urban governance capacity comprehensive evaluation score ranked second.(2)In the dimensions of good municipal government,extensive and efficient social participation,sound cross regional cooperation Beijing ‘s score were ranked second,In the dimensions of perfect legal protection excellent ecological environment,Beijing were ranked third,fourth respectively.In the end,based on the conclusions of this paper,the author points out the shortcomings of Beijing's urban governance capacity,and draw lessons from the advanced experience of other cities,put forward some suggestions to improve urban governance capacity of Beijing.
