Research On Urban Community Governance Capability Improvement Based On Symbiosis Theory

In June 2017,the Central Committee of the Communist Party of China clearly stated in the "Opinions on Strengthening and Improving Urban and Rural Community Governance" that "by 2020,it is necessary to basically form a system of urban and rural community governance that is led by grassroots party organizations and led by the grassroots government.The urban and rural community governance system has been further improved,and the urban and rural community governance capacity has been significantly improved.Public services,public management,and public safety in urban and rural communities have been guaranteed." The 19 th Congress of the Communist Party of China also clearly stated that it is necessary to "build a social governance pattern of building,co-governing and sharing,strengthen the building of a community governance system,promote the shift of the focus of social governance to the grassroots level,and play the role of social organization to achieve government governance and society.Adjustment,the independent interaction of residents’ autonomy,and the overall goal of reform of the national governance system and capacity modernization." In order to achieve this goal,Suzhou Gusu District has explored a new model of community governance and promoted community governance capabilities by actively building a national governance and service innovation experimental zone.Based on the above background,this study explores strategies for improving the governance capacity of urban communities based on the analytical perspective of symbiosis theory.The specific case of the Gusu District of Suzhou City is through the three main participants of community governance in the Gusu District—residents,community workers,and The community management ability of social organizations is investigated and evaluated,the problems encountered in the process of building community governance capacity are identified,the causes are analyzed,and the countermeasures to improve the community governance capacity of Gusu District are proposed to provide reference for the improvement of community governance capacity in other areas.Through investigation and analysis,it is found that the difficulties encountered in the construction of community governance capacity in Gusu District are mainly reflected in the imperfect governance mechanism and low level of symbiosis mode;insufficient development of governance entities,slow growth of symbiotic units;poor interaction channels,symbiotic environment optimization Blocked in three aspects.Therefore,this paper believes that to improve the community governance capacity of Gusu District,we must build a new symbiotic model from the innovative community governance mechanism;enhance the symbiotic unit capacity,achieve community multi-governance;reduce interaction resistance,share a good symbiotic environment,and promote grassroots society.The process of governance modernization.
