Beijing Urban Grass-roots Social Management System Innovation Research

The urban grassroots governance is the main part of social management which is aimed at offering good public service and goods to the public citizens. So, it has a close relationship with the daily life and living level of the ordinary people. In the past, the individual is the part of the"Unit"-an old administrative system in China. However, with the fast development of the domestic economy and modern society, the"Unit"had become unsuitable to the requirement of the society and individuals. Thus, a new administrative system-"community"took the place of the"Unit"to become the leading administrative system in our modern society.This dissertation is focusing on the reform of urban grassroots governance in Beijing, tentatively using the theory of the active social policy system to analyze the changes of the urban grassroots administrative system. On the whole, this dissertation can be divided into three parts, respectively as the rules and policies, the organization system and the running process of urban grassroots governance system.The main research approaches for this dissertation are mainly investigation and literature analysis. After a theoretical analysis of several detailed cases in Beijing, we can conclude that the trend of the transform of the urban grassroots governance is the multi-parts administration. Although we can easily find the obvious success of the transform in Beijing grassroots governance, we have to admit the drawbacks of these changes which need our more researches on this topic theoretically and empirically.
