Research On Local Government Corruption Prevention System From The Perspective Of The Conflict Of Interest

Resolutely punishing and effectively preventing corruption relate the public attitude for or against between the party,and are of vital importance to the party,which are major political tasks the party must always grasp firmly.There are many causes of corruption;however,the essence of corruption is that the state public officials use the public power to seek personal gain,resulting in a serious conflict between their personal interests and the public interests.Therefore,through establishing a sound system to prevent conflicts of interest,preventing first,we will seize the key to effectively preventing corruption and to the fullest extent possible to preventing the abuse of power,reducing the harm caused by corruption.This article will take the prevention of conflicts of interest as the focus of punishment and prevention of corruption,making a thorough study of the prevention system of corruption by public officials from the perspective of the conflict of interests.Conflict of interest refers to the conflict between the public interests represented by government officials and their private interests.At present,we have a more mature understanding of the conflict prevention system in our country,and made some bold attempts,but there is also a lack of practices which are targeted and in line with the practice of China's national conditions.This paper will use empirical analysis and comparative research,summarize China's regulations on the prevention of conflicts of interest,and make the city called Feicheng as an example to in-depth study of the implementation and execution to prevent conflicts of interest,finding the system development and implementation problems,and by drawing on the foreign typical practice,to put forward some reasonable and targeted countermeasures for the conflicts of interest system dilemma,in order to prevent corruption and build a clean government.Through the demonstration analysis,this paper thinks that in order to prevent conflicts of interests,we must combine the source of governance and governance in the dynamic.We should improve the top-level design,strengthen the system construction,supporting to wages,examination and punishment system,to establish a complete framework to prevent conflicts of interest,strictly limit on the officer conflicts of interest;in the dynamic process,we should improve the quality of civil servants of administrative ethics,regulate the exercise of power,strengthen the supervision of the public servants administrative behavior,speed up the construction of a monitoring system for full coverage of public officers,through the strength in all aspects to prevent conflicts of interest from transforming into corruption.
