| China's elderly population proportion is much higher than the international standard.Population aging has become a reality.Finding a better method to deal with the grim situation is undoubtedly the most concern for all of the elderly,and is also the most important to the building of a harmonious society for our county and a powerful weapon in easing the social contradictions.Only with this,can China's elderly people have food to feed,have somebody to rely on,and have a sense of value.Thus the research is more suitable for the elderly pension service,and will have a more profound display.Home-based care services is better than that of institution pension in the social recognition and satisfaction,and is superior than the traditional family pension mode in terms of the operating mechanism and the degree of specialization.Cracking the existing problems and difficulties in the operation of home endowment service mode,is not only conducive to the elderly having a happy life,but also can fully reduce the burden of future generations,making the China's residents working in a less stressful environment,providing a positive driving force for the development of the national economy and the final realization of government services and social management functions.Through investigating to the related situation of the Harbin municipal government purchase of home-based elderly care service,found out that the Harbin municipal government has established purchasing mechanism in home-based elderly care service,and also has implemented the relevant preferential policies,but there still exists some problems in the process of actual purchases,such as the responsibilities of government and social organization unclear,high degree of government intervention,low degree of marketization,passive participation,not enough of social organization purchasing,lack of process specification and ineffective evaluation and so on.On the basis of experience of purchasing home-based elderly care services in western developed countries and domestic typical practice in good provinces,there do exist problems and weakness in home-based care services,such as the level of economic and social development,orientation of the government function,social pension idea,the capacity of non-profit social organization service,and other aspects of the impact.In order to achieve the comprehensive and coordinated development of home-based care services,Harbin government should strengthen the service responsibilities,operation mechanism,service contents and process,evaluation and supervision etc.,whether as the main body of care service or not.According to the status and problems of the Harbin municipal government to buy home based care services,put forward improverment measures,provide some references for the healthy development of home-based elderly care service in Harbin city.Wish the home-based care service model a better use in our country government.This paper is divided into five chapters in studying on the Harbin municipal government to buy home-based care service.The first chapter is introduction,mainly introducing the research background,research purpose and significance,research status at home and abroad.The second chapter describes the connotation and theoretical basis of government purchase of home-based elderly care service.The third chapter analyzes the current and problems of the Harbin municipal government purchase of home-based elderly care service.The fourth chapter is the comparative study of the characteristics and experience of domestic and foreign governments,such as United Kingdom,the United States,Japan and other foreign countries,Shenyang,Songyuan,Xuzhou and other cities in government purchase of home-based elderly care service.Chapter five aiming at the existing problems,and referring to the experience of the advanced purchase service in home and abroad,points out some suggestions to improve the Harbin municipal government to buy home-based elderly care service. |
