Research On The Purchase Of Home-based Elderly Care Services From Social Organizations By The City C’s Municipal Government

As crisis of western welfare states generated the administrative reform,government purchase of public service sprouted in the 1970s and since then has been increasingly widely used,a process during which states throughout the world pursue purpose regarding the government’s administrative reform.The government purchase of public service is a mode of public service in which the government’s monopoly position is broken and competition mechanism is introduced by means of the methods,techniques and devices of market regulation,transforming the government from a public service direct provider to an indirect provider via competitive bidding and direct funding,as well as separating the supply from the production of public service.City C’s aging population pension has always been the object of great concern of the government,and social organizations are also constantly assisting from the side,so City C’s elderly care work has achieved some results,which has greatly reduced the adverse impact of population aging on urban development.Starting from the background and significance of government procurement of public services,this paper analyzes the current situation of the Chinese government’s purchase of home care service mode based on governance theory,service-oriented government theory,new public service theory and welfare subject pluralism theory,and uses literature research method,case analysis method,interdisciplinary research method,comparative analysis method and other research methods to analyze the current situation of the Chinese government’s purchase of home care service model,summarize the theoretical research on the government purchase of home care service model of domestic and foreign academia and the practical experience of domestic government purchase of home care service.The investigation of the purchase of home-based elderly care services by the City C municipal government clarified the existing problems,mainly including a single service content method,insufficient supply of professional talents,limited supervision and management,and difficult control of service costs.And carried out the cause analysis,mainly as follows:the level of service supply awareness is not high;There are not many channels for professional talent training;Supervision and management awareness is slightly lacking;Insufficient investment in purchases.In view of the existing problems,this paper suggests that more measures can be taken to improve the purchase of home care services by the City C municipal government from the perspective of the government,and roughly summarize the following conclusions:to strengthen the adaptation of service supply and demand,to cultivate a team of professional talents,to strengthen evaluation and supervision feedback,and to improve financial subsidy methods.
