Fishermen Citizenization Problems And Countermeasures

Coastal areas since the reform and opening up the industrialization of greatly advance,Marine economy rapid development,on the one hand,rapid industrialisation to offshore waters for fishery production has brought the huge impact of production space,such as waters,tidal flats are occupied,causing sea fishermen lost.But on the other hand,the industrialization also give fishermen multi-functioned gathers brings new opportunities and realize citizenization of fishermen,a large number of surplus labor of fisheries,the fishermen have more employment opportunities,realize the strategic change from fishermen surplus labor.At the same time,Marine economy rapid development for coastal local governments provide new taxes,solve the problem of peasant fishermen for coastal areas to provide the financial support.But,look from the history and status quo,peasant fishermen is not plain sailing,at different times are faced with some urgent need to solve the problem.Therefore,in order to further promote the urbanization of the fisherman's,it is necessary to concern and study of related issues.Taking zhoushan fisherman citizens as the research object,on the background of urbanization of fishermen,reviewed the citizenization of fishermen,on the basis of analyzing the urbanization way,systematically summarizes the main factors affecting peasant fishermen,reveals the main obstacle of fishermen in the process of urbanization of the problem,and then puts forward the countermeasures of promoting urbanization of fishermen.This paper argues that the main factors influencing the urbanization of fishermen include natural factors,social factors and fishermen themselves;Peasant fishermen face problems lies in institutional barriers,economic foundation,ideological concept,level of education and the social security system and so on;This paper argues that fishermen urbanization is not only a natural evolutionary process,but also a social systems engineering,and its travel force,from different parts of the society needs the government,society,and fishermen participating,and perfecting the policy system,strengthen support,to speed up the transformation of economic structure,improve the infrastructure construction,provide policy for peasant fishermen,economic foundation and the guarantee of social mechanism.
