Local Citizenization: An Important Realistic Way To Promote Peasant Workers' Citizenization

Along with the transition from a traditional society to a modern societyand the transition from an agricultural civilization to an industrialcivilization,China has experienced unprecedented rapid non-agricultural andurbanization.Under China’s unique system,"non-agricultural" and"urbanization" produce an unique group-"migrant workers."However,themarginalization、the suspension and the volume of migrant workers’ socialmobility, make260million migrant workers dwelling in cities, resultingunemployment、education、and social security problems.Effective way tofundamentally solve these problems is to realize the citizenization of migrantworkers.According the shortcomings of current study in citizenization of migrantworkers and situations of them, this paper makes a preliminary feasibility studyfor the local citizenization. The full text of the discussion is divided into fourparts: The introduction part puts forward the problem of nativecitizenization,and makes some relevant concepts,associated with the theory andresearch status,laying the foundation for the following writing.the second partdiscusses the necessity and reality of citizenization of migrant workers，whichconsistents with the laws of modernization and the need of migrantworkers.The third part is the analysis about reality of the traditionalcitizenization paths——local citizenization and distant citizenization,.Althoughthey are indispensable for citizenization, considering the carrying capacity、carrier status and trends of social policy, these paths are difficult to assumethe completion of a large number of migrant workers’citizenization at thisstage. The forth section mainly discusses from two aspects of the native citizenization which is an important practical path for citizenization of migrantworkers currently. On the one hand,the reflow phenomenon of lateral flow ofmigrant workers and migrant workers’willingness of citizenization provide thepossibility for the native citizenization; on the other hand, the status andchanges of policies of small and medium cities are conducive to the mostsuccessful migrant workers to achieve citizenization. The fifth part makes a fewrelevant suggestions for promoting native citizenization. In a different spacevectors, citizenization of migrant workers faces different obstacles. Even thesame obstacles,the resistance are not the same size. For native citizenization,industrial development、urban construction、the household registration systemand easing the transfer of social security are needed to resolve theproblem.Finally,the conclusion part makes a simple summary and proposes thefurther research direction: Based on the research on the realization of nativecitizenization, local people, foreign citizens and native citizenizationcoordinated development, completed the migrant workers’ citizenization.
