Social Governance Under The Influence Of Brazil's Centrifugal Democracy

Brazil's cyclical economic crisis and the chaotic social order throughout the period of Brazilian colonization,authoritarian rule and democratic transition.In recent years,the dramatic changes in the political and economic situation in Brazil have once again brought the relationship between the political system and social governance into public discussion.Why is it that there is a similar ruling agenda,and that of the Labour Party's government,Lula and Rousseff,will produce the opposite social governance performance? Why did Cardoso and Lula,who stand in different political positions,create economic miracles? What is the cause of democracy in Brazil still hovering on the edge of economic crisis and chaos society?This paper will use the method of multiple regression analysis to explain the above problems through the theoretical model of centrifugal democracy.Firstly,to build the theoretical model of centrifugal democracy based on the theory of political system,and the basic factors of this model are briefly introduced,including the fragmented political parties,the presidential system under the proportional representation system,the ruling coalition and the social governance.The theoretical model is mainly from the political party-administrative and the administrative-legislative dimensions,to explain the Brazilian centrifugal political system is how to shape the behavior of the political participants,which led to different social governance results.Secondly,the proposition hypothesis of regression analysis is put forward based on the theoretical model,and the variables are manipulated.Based on the data from1994 to 2015,this paper uses multiple regression method to analyze the correlation between the size of the fragmented political parties and the size of the ruling coalition,the ruling scale and the economic situation,the economic situation and the social violence,these three different stages of the basic factors of relevance.It is found thatthe higher the differentiation degree of the effective Parliament,the larger the ruling coalition,and the bigger the ruling size,the more the effective parliamentary party's influence on the economic situation,the worse the economic situation is,and the worsening of the economic situation causes the unemployment rate to soar,which leads to the massive strike activity,Lead to social disorder.Finally,we use many cases to analyze the ruling strategy and social governance performance of the three governments of Cardoso,Lula and Rousseff under the centrifugal democracy.It is found that the Brazilian political system has shaped the Super Power Alliance from the political party-administrative and the legislative-administrative dimensions,and has formed the important resistance to the president's social governance policy.But Messrs Cardoso and Lula received parliamentary majorities in the form of cabinet posts,political transactions and negotiations,keeping social-reform policies in a consensus and compromising category.In the period of Ms Rousseff's administration,the size of the cabinet,the tax increase and the overdraft expenditure were strongly opposed by the elite of the parliament,which led to the social reform policy to the conflict category,and the economic situation and social order continued to weaken.
