A Study On The System Of Power List In Local Political Governance

Since the 3rd Plenary Session of 18 th CPC Central Committee,under the guidance of the overall goal of comprehensively deepening the reform,the CPC Central Committee and the State Council,aiming at the problems of unclear responsibilities between different levels of the government and departments,opaque process of power operation,incoordinate power and responsibility,weak supervision over power in the process of the government's governance,have introduced a series of important documents with the focus on the actual requirements including speeding up the transformation of government functions,strengthening supervision and control over the operation of power,putting power into the cage of systems,thus building the limited,promising,and effective law-based government and service-oriented government,making clear requirements that local governments and their work departments at all levels implement the power list system,open to the public the process of power operation pursuant to the law,clarify the range,exercise procedures,and responsibilities of administrative power through the list.In a sense,the list of power is a piece of paper "clarifying the boundary of the government power".The implementation of the power list system is an important project to promote the modernization of the government's governance and its own construction.It is helpful to clarify the boundaries between the government and the market and society,to establish a responsible government,to transform the government's functions,to enhance the government's service consciousness,to dilute the bureaucratism in administration,and to strengthen public supervision of administrative power.The implementation of the power list system is also the internal requirements to promote the government to fully perform its functions,and to build the service-oriented government,as well as an important way to regulate the power operation,and to build the law-based and honest government.The launch of the power list system highlights the party Central Committee's firm resolution to deepen the reform of the administrative system,and to achieve the modernization of the government's governance.It is of great practical significance to promote the healthy operation of power,improve the government's level in scientific,democratic,and law-based governance.It is no doubt the government's "self-revolution".The key to the modernization of state governance is the modernization of government's governance.Based on the great background of improving and developing the socialism system with Chinese characteristics and promoting the modernization of the state administration,this paper tries to put forward my own initial ideas and thinking in the issues of the role-playing of the power list system in local government's governance,the system design and lack of implementation of the power list system in the local government's governance,as well as its impact on the local government's governance,and the paths to improve the power list system in the local government's governance.
