Study On Special Inquiry Practice By Standing Committee Of Fushun Municipal People's Congress

In recent years,the supervision system of the People' s Congress is keeping pace with the times by constant development and improvement.As a term derived from inquiry a legal supervision form,special inquiry emerged,adopted by Standing Committee of the People's Congress at all levels,and gradually normalized,standardized and institutionalized.It has become an important work for the People's Congress at all levels and their Standing Committee to decide how to make more effective use of special inquiry as a supervision measure.Under the methodology of case analysis,document analysis and comparison analysis,this paper studies the special inquiry practice by Standing Committee of Fushun Municipal People's Congress,lists the existing problems and reasons,and proposes some suggestions for the improvement of special inquiry,aimed at effective use of this supervision measure,enhancement of supervision function of the People's Congress,constant development of work methods and improvement of the People's Congress system.This paper studies the status quo of the special inquiry practice by Standing Committee of Fushun Municipal People's Congress from the aspects of topic selection,staff structure,procedure design and participation ways,and concludes the achievements of the Standing Committee.The following are specially stated:unstable frequency of special inquiry,limited topic selection,insufficient capability of the staff,defect in procedure design and lack of people's participation.Though analysis of the reasons for these five problems—inadequate thinking and understanding,departmental limitations in topic selection,unqualified personnel and unsuitable participation ways,this paper raises the countermeasures as follows:a.frequently use the special inquiry;b.enlarge the topic selection range;c.improve personnel capability;d.perfect the procedure design;e.broaden the participation ways.
