The Protection Of World Cultural Heritage From The Perspective Of International Law

Nowadays,the fact that we are facing in the protection of world cultural heritage is the accelerated natural deterioration and rapid development of city and tourism,the large-scale public or private projects and so on.In 1972,the concept and content of world cultural heritage have been established in the World Heritage Convention which means a great significance for the protection of common cultural heritage of mankind.With the increasing application of cultural heritage projects,more cultural heritages have been included in the common heritage of mankind which has become global affairs concerning the protection of world cultural heritage.The theory and system of the protection of world cultural heritage also develop continuously.The protection of world cultural heritage is a broad question and the development of international law provides a legal protection for cultural heritage.How to perfect mechanism for protection of world cultural heritage? Through analysis of international law,author tries to expound protection of world cultural heritage from four chapters.Chapter I points out the state of protection of world cultural heritage,analyzing related concepts and standards.Proposing world cultural heritage as a common memory of mankind to protect traditional culture and national spirit.At present,world cultural heritage has experienced pollution,armed conflict,city development and other issue.It also discusses limits of common interests of mankind and other traditionalideas on protection of world cultural heritage.Chapter II discusses the protection of world cultural heritage in international law,focusing on World Heritage Convention and relevant provisions.Meanwhile,the chapter introduces principles and measures on related issues for protection of world cultural heritage of mechanism discussed below.Chapter III expounds international law protection mechanisms of world cultural heritage with discussing organization mechanism,recognition mechanism,fund mechanism and supervision mechanism found in the practice of further analysis.Chapter IV puts forward to perfect the protection of world cultural heritage based on the analysis of international law for the sake of strengthening the protection of world cultural heritage by effective implementation.From the perspective of international law,to perfect world cultural heritage protection requests World Heritage Convention as the center of legislative system with related concepts,standards and implementation of recognition mechanism,organization mechanism,monitoring mechanism and so on.Accordingly,the purposes of better protection of world cultural heritage and preservation of common human memory will be achieved.
