A Study On Law Enforcement Behavior Anomie Problems Of Chengguan

In recent years,Urban development problems emerged in the process of China's urbanization,the urban management law enforcement personnel has become an important subject to solve the urban problems,variety problems of management appeared at the same time,most of the scholars from the perspective of system,law,economics,management and so on put forward different solutions on urban management law enforcement in our country,this advises have great help to improve the management level of urban management department in our country,but there is little focus on the research of the first line chengguan personnel feeling and behavior driven,thus to distinguish the chengguan individual from changguan group,analysis chengguan's behavior anomie problems from the perspective of west street bureaucracy theory in the process of the first line law enforcement and law enforcement personnel individual object interaction becomes very necessary and meaningful.In this paper,we first define the urban management law enforcement,law enforcement behavior anomie,the concept of governance and urban governance to lay the research in the reasonable scope,we also introduced the west street,the main point of the bureaucratic theory and analyzed the feasibility of analyzing the urban management law enforcement behavior anomie problems by street level bureaucratic theory.Again,analysis the problems existing in China's urban management law enforcement from the following five aspects streets of bureaucratic paradox of supply and demand of resources,hard target unified,performance measurement,the relationship between the law enforcement of involuntary,public alienation of chengguan;Next,in absorbing the west street level bureaucratic management advice,integrated the core content of the current governance theory,combined with the above analysis,puts forward the governance with multiple subject to enrich the urban management enforcement resources,forming communication dialogue and situational learning ability to create a good interactive relationship,agree to mediate target,keep conscience to ensure performance,take the reported to play a role of supervision by public opinion in the view of the objective response to Suggestions;Finally,a brief summary and outlook.
