Since the reform and opening up, the local government plays an irreplaceable and important roleto the rapid rise for the economic in the period of China’ transition of economy and social.This paper is based on the premise that we first admit the positive effects of the local government,while recognizing the harm local government’ anomie behavior bring to the people in the social lifefrequently. The anomie behavior of local government occurs from time to time, for this cause,thearticle try to explore its reason according to inner system, interest relation and different values. Thispaper is based on explaining the different status and performance of local government’ anomiebehavior during the different stages of China’ transition, making a distinction between the relatedconcepts of local government interest and local government behavior,combining the longitudinalhistorical comparison and transverse country comparison of local government’ anomie behavior, thenuse the power theory, interest theory and concept theory to analyze the reasonable behaviorframework of local government.. Then pointing out that the behavior of local government shouldfollow three principles, proceed to the next step, to promote the behavior of the local government intothe normal track we should take measures as follows, differentiate the relationship of finance betweenthe central and local government rationally, perfect supervisory mechanism, cultivate administrativephilosophy of governing for the people, strengthen the legislation, promote regional integration and soforth.In this paper, we use the normative analysis method to explain the emerge of local governmentbenefits and the causes of local Government’ Anomie Behavior and the policy recommendations andsolutions to adopt, so as to precipitate the local government to continue to play an active role in thespecial period of transition.
