With the continuous advance of China's reform process,the public demand for the government to improve performance more urgent.As a national entry and exit of the regulatory authority,China customs is the executive body of all laws and regulations in entry and exit.There is a cross-departmental responsibilities,poor communication efficiency,on-site law enforcement complex environment,standards are not unified,based on experience and other things problem,has seriously hampered the ability of customs duties,serving the public.Therefore an urgent need to pass the performance evaluation truly and objectively reflect the effectiveness of,and to find effective ways and means to improve the quality and efficiency,improve work efficiency.The paper uses literature research,qualitative analysis,quantitative analysis,case analysis and other research methods,theory of Balanced Scorecard in Performance Evaluation customs were analyzed demonstrate its scientific rationality and feasibility.N Customs example,combining customs realities,by improving the performance evaluation index N Customs,evaluation methods reasonably assume,for how to apply the Balanced Scorecard fair,reasonable and scientific conduct performance appraisal for each unit of work grassroots Customs were discussed.These studies have some inspiration and reference value for the current customs conduct performance evaluation.First,the thesis for N customs which is small and inland,customs operations grassroots development is uneven,a big gap between the volume of business,the business category of the actual situation is not complete,creatively proportion of total customs area of the customs business accounts for as weights,so that the grass-roots in the customs area of the customs business categories accounted for a large proportion of the closed scores high,can objectively reflect the actual job performance of the unit,and to guide regional Customs focus the key business of the key grass-roots customs,but also guide the grass-roots customs to grasp the characteristics of the relevant business,focus on the development;the second is the use of questionnaires,expert scoring,etc.,to form a theory based on the balanced and realistic evaluation system N customs;the third is for the Government Performance evaluation assessment difficult to fully quantify the problem,in addition to the objective of business data,but also give due consideration to the superiors score,sibling unit score,score,and external management functions relative score,to fully reflect the work performance of the unit.
