Performance assessment as an effective management tool to be widespread concern by the public sector, the performance evaluation of policy organs is an important means of reform the management of grass-roots policy organs and improve the performance of police. and it is hot and difficult in the policy management. A scientific grass-roots policy management performance evaluation index system is not only the basis of the assessment, but also make it know about its mission and strategy to promote innovation of police, indicators to assess the performance. How to build a comprehensive, rational, scientific management of the grass-roots policy performance appraisal indicators to assess the performance of current policy management system is an important problem, This paper will design grass-roots policy management performance evaluation index system based on the theory of Balanced Scorecard.Chapter 1 introduce the resource, background and significance of this paper. Description the study situation of home and abroad, proposed research methods and ideas, and research framework, and summed up the innovation. Chapter II, introduced the basic situation of policy management performance evaluation index system in current, expose the main problems of index system that and analysis the reasons for the problem. Chapter III clarify the scientific of use the Balanced Scorecard to construction grass-roots policy management performance evaluation index system.Firstly, introducing the core of the Balanced Scorecard theory on the basis of the Balanced Scorecard theory, introduction the necessity and feasibility of use Balanced Scorecard theory to reform the grass-roots Policy management performance evaluation index system, explore the amendment of Balanced Scorecard in the process of practice. Chapter IV explore the basic principles and process of design policy management performance evaluation index system.construct the performance evaluation index system from four dimensions as the policy management performance, cost, internal processes, learning and growth . and set the weights of the various indicators. Chapter V is the empirical analysis, define the functions and performance of X police organs, and introduce the problems in original evaluation index system, building a X police Bureau Management Performance Evaluation System based on the balanced scorecard, analysis the Application effect of grass-roots Policy management performance evaluation index system based on Balanced Scorecard in the X Policy organs Performance Evaluation System, pointing out the obstacles of Application, and to explore Solutions. In this paper, the major innovation is on the following areas: Balanced Scorecard will be applied to grass-roots policy management performance evaluation, offered a new method to evaluation grass-roots policy management performance, and analysis the scientific and feasibility of Balanced Scorecard applied to grass-roots police management performance evaluation deeply. According to the essence of the Balanced Scorecard build grass-roots policy management performance evaluation index system from the Module of performance, cost, internal processes, learning and growth. Study the practice effects of the Balanced Scorecard performance evaluation index system in X police Bureau.
