In the last few years, how to energize the management of police scientifically and rationally is a problem which is worth to concern increasingly. As its corn content, the evaluation mechanism on the efficiency of the grass-roots police officers is the most important part. On the analysis of our country's status of the evaluation on the efficiency of the grass-roots police officers, pointing out that the study on China's current primary incentive mechanism to assess police performance still at an early stage, which lack of scientific, systematic, particularly lack of linkage with organizational strategic objectives. So this essay starts with the comprehensive introduction of the theories of Police performance measurement abroad and home, which Lay the foundation for our research, then it introduced Balanced Scorecard (BSC for short) which is an advanced performance measurement system as well as an advanced strategic management tool. And then it designed a strategic performance measurement system for Police on the basis of combining the measurement model of BSC with the characteristics and real condition of Police in our country, and then it analyzed those elements of four aspects and processes in the application of BSC. Meanwhile, it pointed out its significance and required conditions applying the BSC to Police in our country.In the course of the Construction of the indicator system, we made a combination of human resources management theory, which in a target that the designing with more people-oriented concept, maximum enthusiasm of the grass-roots police officer, tapping their potential,integrating the existing police force resources, enhancing the overall combat effectiveness of the police, securing police work for sustainable development. In order to design the system of indicators more practical, it applied the above-designed performance measurement model to a police unit in pingjiang city. On the analysis of the result, we put forward the policy proposal to the BSC application in our country.On the base of the above, this essay came to the conclusion that the implementation of the evaluation innovation on the efficiency of the grass-roots police officers relies on regarding to the developmental strategy. Designing a performance measurement system for Police investigation and research must be more incentive, quantifiable and link with the human resources of the evaluated characteristics.
