A Study On The Implementation Of Electric Bicycle Management Policy In Haikou

Electric bicycles,a newly emerging means of transportation,have been widely received as an indispensable travel tool for quite a lot of people because of the nature of low-carbon,environmental-friendly,convenience,and low-cost.By the end of 2015,the number of electric bicycles in Haikou has been more than 500,000.With such a large number,electric bicycles do provide convenience to people,but it also raises great challenges to traffic management.In early 2012,the Haikou authority promulgated Measures for the Administration of Electric Bicycles in Haikou.In 2015,the authority made the first amendment to the Measures.However,the traffic chaos,such as unlicensed and over proof electric bicycles rampaging through the city,drivers of electric bicycles paying no attention to traffic regulations etc.have seen little change since the introduction of the Measures mentioned above.And all the disorder caused by electric bicycles not only results in increasing traffic accidents,but also disturbs the city's traffic order severely,more importantly,it produces a severe threat to citizens' safety,and greatly impairs the image of Hainan International Tourism Island.On this thesis,the author will introduce the current condition of the use of electric bicycles in Haikou,including a brief introduction of Haikou,means of transportation in the city,reasons for and challenges brought by the rapid development of electric bicycles,and will present a panorama of the management of electric bicycles today in Haikou.Based on the Smith Policy-Implementation-Processing pattern,the author tends to make a relatively comprehensive analysis in terms of the problems posed by the implementation of electric bicycles policies and tries to find the reasons behind.The last part of the thesis are the countermeasures and suggestions put forward from the following aspects:ideal policies,executive organs,target groups and social environmental factors.The author hopes to make his humble effort to provide a new perspective for the implementation of the electric bicycles policies and make the city a better place for people to live in.
