A Study On The Implementation Dilemma Of Rural Collective Economic Support Policies And Countermeasures From The Perspective Of Smith’s Model

As an important part of rural economy,rural collective economy is related to the overall situation of rural development.Strengthening the rural collective economy is the main way to increase farmers ’ income,the main way to realize the modernization of agriculture and rural areas,and the fundamental guarantee to strengthen the party ’s ruling foundation at the grassroots level.Since the 19th National Congress of the Communist Party of China,the Party Central Committee has attached great importance to the development of rural collective economy and issued a series of supporting policies to promote the development of rural collective economy.In order to implement the decision-making and deployment of the Party Central Committee,grass-roots governments have also issued specific implementation plans,landing measures and other supporting policies.However,due to the imperfection of the supporting policy system,the imperfection of the organizational structure,the choice of the implementation path and the game between the executive subject and the object,the implementation of the supporting policy is difficult.In this context,it is necessary to analyze the performance of the implementation dilemma of rural collective economic support policies and propose countermeasures,which is of practical significance for promoting the implementation of support policies and strengthening the rural collective economy.Taking the grassroots government Q County as an example,this paper constructs the implementation framework of rural collective economic support policy from the micro level.From the perspective of public policy implementation theory,this paper adopts various analysis methods such as investigation and research method,literature method and case method,and integrates the four elements of Smith ’s policy implementation process model ’ idealized policy,target group,executing agency and environmental factor ’ into the analysis process.Questionnaires and interviews were designed around these four elements to carry out investigation and research,and the results of the survey were obtained through descriptive analysis.The study found that the performance of the implementation dilemma of rural collective economic support policies in Q County was mainly at the policy level : weak guidance and poor operation of supporting measures;at the executive agency level : single planning project and insufficient guidance service of functional departments;at the target group level : low enthusiasm and weak sense of acquisition;at the implementation environment level :non-standard organizational finance and serious outflow of rural population.The main reason is that the policy is not ideal,the executive body itself is insufficient,the target group has cognitive difficulties and conflicts of interest,and the implementation environment is flawed.Finally,on the basis of the above analysis,combined with the actual situation of Q County,the countermeasures are put forward.One is to improve the support policy system through scientific formulation of policies,improvement of the policy system and effective convergence of policies.The second is to improve the execution of the executing agency by promoting the construction of talent team,adjusting the organizational structure and enhancing the ability of guiding service.The third is to enhance the participation of target groups by strengthening the distribution of benefits,strengthening publicity and education,and protecting the rights and interests of farmers.Fourth,optimize the policy implementation environment by improving the supervision and evaluation mechanism and increasing rural people ’s livelihood support.
