Research On The Grassroots Power Construction Of San Sha

South China Sea Islands(SCSI)has been part of the territory of China since ancient times.As an important passage for China entering the India Ocean and the Pacific Ocean,it is located in a strategically important sea areas that has abundant marine natural resources.Since the 1970s,with the discovery of oil and gas resources,the disputes on the South China Sea has been rising and rising,countries such as Vietnam,the Philippines and Malaysia are competing fiercely for the islands and reefs in the South China Sea.At the same time,the strong powers from outside like America,Japan continuously interfer affairs of the island,which causes challanges for the work of protecting the sovereignty and interests of the South China Sea.Under this circumstance,the State Council discharged the offices of Hainan Province in Xisha Islands,Nansha Islands and Zhongsha Islands,and set up a prefecture-level city named Sansha in June,2012.The establishment of Sansha plays an important role in the protection of territorial sovereignty and the maritime rights and interests of the South China Sea.During the.process of construction,strengthening grassroots power construction of Sansha is a indispensible part of the job.Generally,it will enhance the ability of management and control of SCSI as well as its subsidiary islands,and realize the sustainable development and utilization of marine resources.What's more,it can lay solid foundation on the protection of maritime sovereignty,and capture the initiative for winning the conflict in South China Sea.Taking the above things into consideration,we take grassroots power construction of Sansha as our research object to analyze and discuss about the importance of the grassroots power construction in the safeguarding,protection,stabilization and exploitation of Sansha,which we hope will be helpful to the development and decision-making management of Sansha.Firstly,based on the grassroots power construction of Sansha as well as itself,we analyze the challenges in the building of PPGL on structural arrangements.One part of challenges arise from its own factors,including geographical position,climatope,ecosystem,demographic factor and Socio-economic development factors.The other part stems from the intervention and interference from outside forces which complicates and hots the conflicts in South China Sea.In addition,because various developmental undertakings of Sansha just stay in a primary stage,both municipal powers and grass-roots organizations are faced with a lot of difficulties.In order to solve above problems,learning from the.success of the building experience of PPGL in Zhoushan and combining with the reality of Sansha,we discuss on the following aspects,including the setting adjustment and strengthening function of enforcing authorities,increasing the establishment of the construction of foreign agencies in Sansha,innovating the existing mechanism of talents,the strengthening of "maritime mobile party branch" and the management capacity of grass-roots organizations.In the end,we give the overview and summary of this paper in the part of conclusion.
