The China-US-Philippines Tripartite Game In The South China Sea Issue From The Perspective Of Sea Power Theory (2009-2018)

The situation in the South China Sea has become tense and complex since 2009,and then the issue has gradually warmed up.Starting with the adjustment and evolution of the South China Sea policy of China,America and the Philippines,this paper systematically combs the changes and influencing factors of the South China Sea policy of the three countries from 2009 to 2018.In 2009,the United States announced its return to Southeast Asia,its involvement in South China Sea regional affairs has gradually deepened with the radical South China Sea policy put forward by the Philippine.Rodrigo Duterte took office as Philippine President from 2016 to 2018,which eased relations between the Philippines and China.The change of attitude of the Philippines has deprived the United States of its important focus on continuing to interfere in the South China Sea issue,so the South China Sea region is basically calm.The Influence of Sea Power put forward by Alfred Thayer Mahan is based on competition and the struggle for maritime hegemony,which is the mainstream theory of sea powers in the West and has influenced the marine strategy of the whole world.Western scholars are accustomed to understand China's marine potestatem strategy from the perspective of competitive maritime powers.China's sea power thought has been enlightened since modern times and has always taken peace and defense as its fundamental goal.After more than a century of development,it has formed the idea of sea power with Chinese characteristics.This paper mainly studies the game between China,the United States and the Philippines on the South China Sea from the perspective of sea power theory,systematically combs the policy changes of the three countries,defines the antagonistic sea power and non-antagonistic sea power,and analyze the sea power strategy of the three countries using the antagonistic sea power and non-antagonistic sea power theory.The non-antagonistic sea power strategy is inevitably confronted with the deep-rooted confrontational power strategy thoughts of Western countries.The definition of non-confrontational maritime rights in this paper is based on non-marine control and non-confrontational.Its goal is to pursue the rules of the sea,its way is peaceful,and its purpose is to guarantee a stable and peaceful international maritime order.The development of influential non-confrontational sea power theory can effectively promote strategic mutual trust between China's surrounding countries and major powers outside the region.
