Study On Chinese Communist Party Safeguarding The Sovereignty And Rights And Interests Of The South China Sea Since The Reform And Opening-up

The South China Sea dispute mainly refers to the controversies and differences between China and Vietnam,the Philippines,Malaysia,Indonesia and Brunei over the territorial sovereignty and maritime rights and interests in the South China Sea.After the reform and opening-up,in view of the massive occupation of the islands and reefs by the claimants in the South China Sea and the frequent intervention of the United States,Japan and other countries outside the region,the Communist Party of China has staunchly safeguarded the sovereignty and rights and interests of the South China Sea from diplomacy,economy,military,law and other aspects,made outstanding contributions to the settlement of the South China Sea disputes and the maintenance of peace in the South China Sea,fully demonstrating the political wisdom and courage of the Communist Party of China.This study is based on the existing research results,adheres to the problem orientation,collects and excavates materials,such as documents of leaders of the Chinese Communist Party,newspapers and periodicals,relevant foreign documents and so on,uses the methods of system analysis,comparative analysis and cross-research.From the two-way logic of macro perspective and micro exploration,this thesis systematically and comprehensively investigates the specific strategies and practices of the Communist Party of China safeguarding the sovereignty and rights and interests of the South China Sea since the reform and opening-up,and on the basis of summing up experience and reflecting on the insufficiency,attempts to put forward the countermeasures and enlightenment for CPC to further safeguard the sovereignty and rights and interests of the South China Sea in the new era from several dimensions.Specifically,this thesis is divided into six chapters:The first chapter is the introduction.This part mainly introduces and analyzes the research background and research significance of this thesis,the current research status of the academic circles at home and abroad on the issue of the CPC safeguarding the sovereignty and rights and interests of the South China Sea,research method,research idea,innovation and insufficiency.This part systematically answers why to carry out this study,how to carry out this study and other questions,and lays the necessary foundation for the full development of this thesis.The second chapter is the relevant outline of the South China Sea dispute.The South China Sea dispute is the core concept of this study,introducing the basic aspects of the core concept is the logical premise of this study.This part introduces the basic aspects of the South China Sea dispute from three aspects: the root causes,the basic connotation and the current situation.Firstly,it analyzes the root causes of the South China Sea dispute from the historical factors,economic factors,geographical factors and legal factors.Secondly,it discusses the basic connotation of the South China Sea dispute from the sovereignty of islands and reefs,maritime delimitation,marine resources and “freedom of navigation”.Finally,it summarizes the current status of the South China Sea dispute,that is,countries outside the South China Sea continue to intervene,countries in the region strengthen negotiation and cooperation,and the overall situation remains severe.The third chapter is the basis and foundation of the CPC safeguards the sovereignty and rights and interests of the South China Sea since the reform and opening-up.This part mainly explains the basis and foundation of the CPC safeguarding the sovereignty and rights and interests of the South China Sea from four dimensions: historical basis,legal basis,theoretical foundation and practical foundation.The historical basis of the CPC safeguarding the sovereignty of the South China Sea includes: China’s earliest discovery and naming of the islands in the South China Sea,continuous exploitation and control,and the recognition of the sovereignty of the South China Sea by the international community.The principles of international law applicable to the settlement of sovereignty disputes,international treaties of a legal nature related to the South China Sea issue,and relevant Chinese laws provide the legal basis of the CPC safeguarding the sovereign rights and interests of the South China Sea.Marx and Engels sea power though,the CPC theory on safeguarding the sovereignty and rights and interests of the sea are the theoretical basis of the CPC safeguarding the sovereignty and rights and interests of the South China Sea.The practice of rights safeguarding in the South China Sea of the late Qing government,the National Government and the CPC before the reform and opening-up lays the practical foundation for the Communist Party of China to further effectively safeguard the sovereignty and rights and interests of the South China Sea since the reform and opening-up.The fourth chapter is the practice of the Communist Party of China safeguardingthe sovereignty and rights and interests of the South China Sea in the new period.In the new period,according to the development trend of the situation in the South China Sea,the Communist Party of China issued a series of policies to safeguard the sovereignty and rights and interests of the South China Sea in different historical stages,and put them into practice.This part mainly combs and summarizes the practice contents of the Communist Party of China safeguarding the sovereignty and rights and interests of the South China Sea in the new period from four aspects: adhered to China’s unshakable standpoint in the South China Sea,strove to enhance the defense ability in the South China Sea,actively promoted the construction of the South China Sea region and settled the dispute by peaceful means.The fifth chapter is the practice of the Communist Party of China safeguarding the sovereignty and rights and interests of the South China Sea in the new era.This chapter,together with the fourth chapter,constitutes the core of the full thesis,that is,the practice of the Communist Party of China safeguarding the sovereignty and rights and interests of the South China Sea since the reform and opening-up.This part mainly combs the practice of the Communist Party of China safeguarding the sovereignty and rights and interests of the South China Sea since the 18 th Party Congress from four aspects: carrying out the national “Marine Power Strategy”,strengthening the control and exploitation of the South China Sea,deepening partnerships with the countries in the South China Sea,and responding to interference by the countries outside the region in the South China Sea dispute.The sixth chapter is the achievements,experiences and enlightenment of the CPC safeguarding the sovereignty and rights and interests of the South China Sea since the reform and opening-up.Specifically,the achievements of the CPC safeguarding the sovereignty and rights and interests of the South China Sea since the reform and opening-up can be summarized as the following four points: effectively controlled some islands and reefs of the Spratly Islands;smoothly completed the Beibu Gulf demarcation;the construction of islands and reefs achieved the remarkable achievements;and the peace and stability of the South China Sea has be maintained.On the basis of systematically sorting out and analyzing the practice contents of the rights safeguarding in the South China Sea of the CPC,this thesis summarizes the basic experience of the CPC safeguarding the sovereignty and rights and interests of the South China Sea since the reform and opening-up: always adheringto the basic standpoint that the South China Sea islands belong to China,always adhering to the peaceful settlement of the disputes in the South China Sea through consultation and negotiation,always adhering to the guideline of “shelve disputes and carryout joint development”,and always adhering to the development of maritime military force and law enforcement force.Finally,based on the current situation of the South China Sea issue and the experience and insufficiency that the CPC has accumulated safeguarding the sovereignty and rights and interests of the South China Sea,this thesis puts forward four points of enlightenment for the Communist Party of China to safeguard the sovereignty and rights and interests of the South China Sea in the future: comprehensively deepening the cooperative relation with the countries outside the South China Sea and ASEAN,accelerating the joint development process with the claimants in the South China Sea,continuing to strengthen the construction of the PLA Navy’s far sea defense capacity,and paying more attention to the use of legal means to solve the South China Sea dispute.
