A Study On The Effectiveness Of The Policy Of Rights Protection System In China(Shanghai)Pilot Free-trade Zone

After experiencing a rapid growth,China is currently in the transition period of economic development.The relationship between the government and the market is in a change,however,the government-led model has not been replaced.The deepening of China's economic reform comes from the continuous improvement of the market system.To solve the current economic problems,the market should play a critical role.With the reform of economic system moving forward,the demand for the transformation of government functions is increasingly urgent,and the transformation of government functions has become the key to deepening the reform of administrative system.China(Shanghai)Pilot Free-Trade Zone,as a vanguard of reform and opening-up,a pioneer of innovation and development,has become an experimental field and demonstrative window of the changes in government functions.In accordance with the FTZ planning scheme introduced by the State Council,this study has carried out the research on the objectives of the program,and collected,sorted and classified the relevant policies of the change of government functions of the FTZ from various angles,and then use the theory of Soft Systems Methodology to analyze the degree of coverage integrity of policies,and then,through the form of questionnaire survey and interview,use the method of stakeholder theory to analyze the effectiveness of policy implementation.In the transformation of government functions,China(Shanghai)Pilot Free-Trade Zone,has now achieved great policy effect,and the formulation and implementation of policies have received good feedback.However,from the evaluation result,the change of government functions of China(Shanghai)Pilot Free-Trade Zone,has not yet been fully in place,and there are some shortcomings in the existing policy,and there would be some improvement in the policy implementation.
