Research On Legal Issues Of Trade Facilitation In China (Chongqing) Pilot Free Trade Zone

With the rapid development of economic globalization,the level of global trade facilitation has increased significantly.As an important factor in promoting global trade liberalization,it is of great significance to study and improve the development trend of trade facilitation.In 2017,the Trade Facilitation Agreement,one of the few outcomes of the WTO Doha Round negotiations,came into effect,and the China(Chongqing)Pilot Free Trade Zone was formed in this international context.As a new generation of free trade zones,especially the leaders of the free trade zone in the Mainland,it is of far-reaching significance to improve the framework of its trade facilitation system.This paper takes the existing trade facilitation system of Chongqing Free Trade Zone as the research object,and expands its system connotation into a new interpretation of the legislative norms,supervision system and specific implementation system.First,analyze the existing problems from the status quo of the system;then choose two successful models that are most similar to the Chongqing Free Trade Zone at the international level,the US Inland Free Trade Zone and the Brazilian Manaus Free Trade Zone,pointing out that their trade facilitation is successful.The experience and implications for the Chongqing Free Trade Zone.Then,from the domestic level,we will study the trade facilitation of the other 10 free trade zones in China and focus on the experience of the Shanghai Free Trade Zone in the legalization of trade facilitation,and provide reference for the Chongqing Free Trade Zone.Finally,combined with the characteristics of Chongqing Free Trade Zone,the corresponding suggestions on how to improve and improve the trade facilitation system of Chongqing Free Trade Zone are put forward.The purpose of this paper is to provide suggestions for improving the trade facilitation construction of the Chongqing Free Trade Zone,and to provide lessons for and comprehensive promotion of the trade facilitation level of other inland free trade zones in China.
