The Study On The Citizen Participatory Governance Under The Horizon Of The Network Political Participation

In the era of the Internet,the information technology is developing vigorously.The number of Internet users is increasing and citizen's political participation enthusiasm is growing.Network political participation has become an important way for citizens to express their will,to influence the country's political activities and the government's public decision-making process.It has become a new channel for citizens to participate in government governance.Governments at all levels have fully realized that in the present governance structure,it is important for the promotion of public governance and construction of national democratic politics to replace the traditional governance mode with citizen participation governance mode.The Internet triggers elimination and reconstruction of the boundary of state and society.In that case,the citizen network political participation breaks the traditional participatory governance model Iimitations.It provides a new channel for interest expression and helps government decision-making to be more effective.Therefore,no matter from the concept or the realistic point of view,it is of great significance for us to understand and further study citizens' participation by means of internet.This paper attempts to put forward and answer three core questions:what is the internal logic of the citizen network political participation?How does the citizen political participation on the Internet influence the process of government governance?How to achieve a more effective network political participation in order to promote the participation of local government governance model innovation?This paper bases on the investigation and analysis on the case of Hangzhou citizens network political participation and the Hangzhou municipal government governance typical experience.The superiority of network political participation over the traditional political participation is very obvious.The network political participation effects more directly and quickly;The cost of the network political participation can be ignored.Therefore,the network political participation has played a certain role in the governance of our country,and has shown a benign development trend in general.But it can not be ignored that there are still a lot of problems,like irrational citizen network political participation,the missing network political participation channel,the imperfect government response system and so on.These problems have negative effects on the government governance.So,the government should try to adapt to the new changes of the network technology and encourage citizens to participate in government governance by the behavior of the network.The government should guide a reasonable form of the citizen network politics.The process of democratic politics of our country will progress and leap.
