Although China's government governance reform has achieved many remarkable achievements,the traditional government governance thinking has not yet fundamentally changed,and various types of governance drawbacks still exist.Frequent and frequent environmental group events are typical examples of government governance failure.Seeking new governance models to cope with uncertain social risks and globalization,information storms,resolving the government's legality crisis,and getting rid of the plight of governance failure has become a top priority.Today's society is a society where the whole people speak,the rights consciousness is awakened,the information channels are broadened,the democratic requirements are raised,and the citizens' attention to life and development issues is obviously enhanced.This is in line with the high-quality development of China's economy.However,since the reform and opening up,the environmental problems exposed at different stages of the industrialization process in the western developed countries in the West have concentrated in the period of rapid economic growth in China for decades.The vigorous industrialization and urbanization process has gradually become prominent.Environmental pollution and ecological damage.It can be predicted that the mass incidents caused by environmental problems involve many subjects,complicated interests,ineffective government response,and single decision-making process,which makes the research of participatory governance have sufficient theoretical value and practical significance.Therefore,this paper selects environmental group events as the research object,and comprehensively uses literature research and case analysis methods to explore a series of theoretical and practical operational problems of local government in the use of participatory governance in response to such events.Participatory governance,which combines governance concepts and democratic concepts,emphasizes the direct participation of citizens in government decision-making and policy implementation,and is supported by empowerment,participation,collaboration and cooperation.It is a new and effective "governance".The governance model of sexual pursuit and response to the democratic values of "participation" is a combination of effectiveness and legitimacy.The governance of environmental group events is the application of participatory governance practices.This article takes the Xiamen PX incident and the Shenzhen "Poison Factory" incident as the practice.The local government is the change platform and the participatory governance is the research interest.The core variable is citizen participation,in addition to emphasizing the two-way interaction between the government and citizens.Focus on developing diverse partnerships and partnerships between governments,businesses,social organizations,the news media,and citizens.Participatory governance is divided into two major modules:decision-making participation and collaborative participation.Decision-making participation is oriented by open decision-making and authentic participation,emphasizing the diversity of opinion channels and the substantiveity of the participation process.Collaborative participation is multi-modally collaborative and orderly.Participation as a branch,focusing on the coordination and rationality of multi-agents and the order of participation.Combining environmental group events with participatory governance and conducting case studies is a new way of working.Although the concept of participatory governance itself has the dilemma of participation and internal tension,in the period of environmental group incidents,citizens' demands are high and participation motivation is sufficient.This tension and dilemma can be partially resolved,thus increasing the compatibility between the two.To achieve a dual attempt of theoretical reflection and realistic testing.
