| Participatory budget refers to a modern budget model in which citizens directly participate in government decision making,enjoy the right to allocate public resources and supervise public expenditure.As an effective way of local government governance,participatory budget has been introduced into Meilan District of Haikou City.After more than three years of practice and development,it has effectively solved the imbalance and asymmetry of government public service demand and supply to a certain extent,promoted the democratization and scientization of government decision making,stimulated and enhanced the vitality of democratic consultation and autonomy at the grassroots level,and satisfied the most urgent need of the grassroots people’s life,but at the same time,there are many problems that need to be further studied and solved.Based on the theories of economics,politics and management,this paper discusses the rise and development of participatory budgeting,using literature research,comparative analysis,empirical analysis and other related research methods,and on the basis of field investigation in Meilan District of Haikou City,comparing and drawing lessons from Brazil,Germany,Wenling in Zhejiang Province,Yanjin in Yunnan Province,etc Based on the advanced experience of Meilan District,Haikou City,this paper analyzes the existing problems of the participatory budget in Meilan District,Haikou City,such as the blank of legislation,the unclear level of budget,the lack of effectiveness of citizen participation,the degree of budget information publicity to be improved,and the lack of scientific budget supervision procedures,and puts forward the countermeasures and suggestions to further optimize the participatory budget in Meilan District,which has certain theoretical significance and realistic meaning.In general,there is still room for further improvement in participatory budget in Meilan District of Haikou City in improving the system and mechanism,clarifying the budget level,standardizing the disclosure of budget information,enhancing the effectiveness of citizen participation,optimizing the budget supervision procedures,etc.It is hoped that the research of this paper can provide some theoretical reference for the development of Meilan District of Haikou City and other regions’ participatory budget. |
