Research On The Construction Of China's New Rural Cooperative Medical System Under Marx' S View Of Fairness

In 2002,the CPC Central Committee,the State Council issued on Further Strengthening the work of the rural health,first proposed to establish a new rural cooperative medical system(NCMS),started pilot work carried out in 2003.Since then,the establishment of a new rural cooperative medical scheme,which is based on the overall planning of the serious illness,has led the farmers to voluntarily join the new rural cooperative medical system,which has provided a guarantee for the farmers to face the risk of the disease and become the focus of social security and the government's main work.2009,the new rural cooperative medical service after the pilot run out in full swing,officially became part of China's basic medical security system.The definition of the new rural cooperative medical system is not only an important achievement of the deepening reform of medical and health care,but also a new starting point for the rural medical security system and medical resources.The so-called medical equity,that is,the individual's access to medical services is not based on its social status,in the medical treatment of the power,reflecting the equality of all.Medical equity is an important part of social justice,not only related to the rights of the people,but also to the health of the people.The Communist Party of China in the exploration of the road,no matter what difficulties,do not forget to pursue social justice as the biggest goal.The Party led the people in the long-term practice of socialist construction,Qucuqujing inherits and develops Marx's view of justice,focusing on economic efficiency at the same time,pay close attention to social justice.However,China's economic society in the rapid development also faces many new problems and challenges,such as the income gap is too large,the education and the uneven distribution of medical resources,employmentdiscrimination and other social injustice.Therefore,the construction of suitable conditions,China embody the fair principle of new rural cooperative medical security system,will be able to achieve effective co-ordination of medical resources between urban and rural areas,urban and rural residents for medical fair protection,is conducive to rural sustainable development and construction.The new rural cooperative medical access to basic health services,protect the farmers play an important role in alleviating poverty caused by illness and farmers,but there are still many problems in the implementation process,including the lack of equity issues is particularly significant.As an important principle and foundation of the social security system,fairness is also the development direction of the new rural cooperative medical system.Therefore,the socialist Chinese characteristics formed by absorbing the view of Marx's flat fair outlook on NCMS,to provide guidance for fairness and meet the requirements of socialist construction road.
