Study On The Rural Governance Of Horqin Left Wing Middle Benner

The problems of agriculture,rural and farmers have been a basic problem in China,which means the problem of rural governance has always been an important part of the development of our country.At present,with the deepening of the urban and rural areas integration in China,the pace of building new rural areas is also getting faster.Meanwhile,the new requirements about the management of rural governance and mechanisms has been put forward.At present,it is in the critical stage of building a well-off society in an all-round way in inner Mongolia autonomous region,and how to complete the building task in the underdeveloped areas of minority concerns the overall situation of building a well-off society.Nowadays,most of the rural areas in China are in the period of modernization transforming period,the impact of which brings unprecedented challenges to the traditional rural management system and operation mechanism,that explains why a few benner counties of ethnic minority are now faced with the emergence of new problems and social contradictions.Facing the problems in the new situation,the way of rural governance must be innovated and the rural governance system be reformed,optimizing the rural governance mechanism to strengthen the effective governance of the countryside,so as to accelerate the development of rural economy,solving the rural related problems to maintain the harmonious and stable rural society,setting solid foundation for a well-off society in an all-round way.Taking the rural area of Horqin Left Wing middle Benner as a case,literature research method and empirical research method are adopted in this paper to investigate and obtain the first-hand information.Through the investigation on rural main sectors of township government,Gacha Village Committee,Gacha Village Social Organization,township cadres,villagers and other rural subjects,this paper shows a preliminary understanding of the governance situation of rural society and the construction of public service and facilities in Gacha village.As far as I know,the problems found in Horqin Left Wing middle Benner are as follows:the cultural quality of the rural main body needs to be improved.Four democratic activities has not be implemented.The management effectiveness of the two committees of Gacha village needs to be strengthened.The national characteristics of the villagers social organizations lack.The township government governance capacity needs to be improved.The public service supply structure neeeds to be optimized.It is found that the problems are caused by the following six reasons:The traditional institutional structure still exist.The comprehensive quality of township cadres needs to be improved.The supervision of the two committees in village is not in place.Lower level of grass-roots organization.The laws and regulations of villagers' autonomy need to be improved.Democratic consciousness of Gacha villagers is insufficient.In the end,the author puts forward the countermeasures and paths of improving rural governance from three perspectives:the arrangement of rural governance mechanism,system and action.
