The Study On The Prominent Personages-based Village Council Under The Rural Governance In China

In recent years,increasing rural social conflicts,coexistence of urbanization and rural hollowing,rural grassroots governance difficulties,general landslide of the ideological and ethical construction,and the recurring typical morality lacking cases,etc.,have triggered the government,scholars and the public to reflect on innovative methods for rural governance.Yunfu City,Guangdong Province,based on its own conditions,formed rural township-administrative village-natural village personage-based council for the implementation of "group based three-level linkage" to explore the new model of rural personage-based governance,and thus far has achieved promising results.This article employs the process,main practices,achievements,revelations,existing issues and causes of the implementation of the village personage-based governance in Yunfu as the objects of study.From the angles of public management,literature analysis,field interview,case analysis and comparative research analysis,it aims to provide advices to improve the village personage-based governance in Yunfu,and also serve as an valuable experience for the country-wide implementation of the rural personage-based governance.However,due to the backward traditional understanding,lagging supporting policy,vague position responsibility,and defective regulatory system and other reasons,there have been many issues during the implementation process of the rural personage-based governance: low recognition of personages by the villagers,unspecified legal duties of the personage-based council,uncoordinated working relationship with the "two committees",and poor running mechanism of the ruralpersonage-based council.The main countermeasures to improve the governance of the rural personage-based council should be based on the following aspects: to increase the recognition of the rural personages,to develop and improve the relevant laws,to promote the rule of law,to divide duties reasonably and coordinate the relationship with the "two committees" of the village,to construct sound running mechanism of the council,and to establish and improve the self-management mechanism of the rural personages.
