Research On The Effect Of “Ten Policies Of Science And Technology” In Hubei

In the trend of science and technology and economic globalization, China's regional transformation of scientific and technological achievements into the lack of research, so we aim to break through the bottleneck of transformation of scientific and technological achievements and strengthen the local government science and technology policy macro-control in Hubei Province. The research object is Hubei Province in December 18, 2013 issued the policy of the "promotion of universities and institutions of transformation of scientific and technological achievements into temporary measures"(referred to as "Ten policies of science and technology" or "Ten policies of transformation of scientific and technological achievements "). "Ten policies of science and technology" is becoming increasingly the focus of attention in society, known as the reform policy which breakthroughed system ceiling.We start from the analysis of policy content of "Ten policies of science and technology" and reveal the effects and problems of the policy by literature research, principal component analysis, comparative method and statistical analysis method. First of all, from the policy background and the historical conditions of "Ten policies of science and technology", the useful attempt and the significance of the policy, this article annotates the "Ten policies of science and technology". Secondly, by reviewing the science and technology development data of Hubei Province Statistical Yearbook 2010-2015, using SPSS software to evaluate the performance of "Ten policies of science and technology" by principal component analysis method. Then we analyze the actual effect of the "Ten policies of science and technology", and analyze the main problems of the policiy in combination with the performance evaluation of the policy and the related data. Although the "Ten policies of science and technology" broke through the "ceiling" of the system, many policy defects still exist, such as the scope of use, the incentive system for scientific and technical personnel, the construction of technical brokers and the cooperation of production and research. Based on this, the paper puts forward some suggestions, including: expanding the scope of application of "Ten policies of science and technology"; improving the implementation of supervision mechanism and performance evaluation system; improving the implementation rules of the policy; strengthening the cooperation of industry-university-research.The corresponding countermeasures are aimed at stimulating the transformation of university achievements, standardizing the results into the market, creating a transforming atmosphere for the results, and driving Hubei universities and institutes to innovate and promote the development of science and technology industry.
