economic province,is bound to optimize the regional innovation environment,give full play to the role of universities,research institutes and enterprises in scientific and technological innovation,and build itself into an international scientific and technological innovation center with global influence.The key to implementing the development of a strong province in science and technology is to closely combine the achievements of scientific and technological research and development with the real productive forces of the society,and to promote the transformation of scientific and technological achievements has always been an important central task of scientific and technological innovation.The transformation of scientific and technological achievements is a complex and systematic project involving many scientific and technological innovation entities and covering the entire technological innovation chain.The process of scientific and technological achievements from basic research and applied research to the transformation and expansion of use,application and industrialization are inseparable from the joint efforts of the main body of the supplier,receiver and intermediary service.Stimulating the enthusiasm of each subject,providing a good environment for the transformation of results,and ensuring the efficiency and effectiveness of the results transformation have all put forward high requirements for the construction of the government’s system and policy as a leader.Although in recent years,Guangdong Province is indeed perfecting the policy system for the transformation of scientific and technological achievements,and the transformation of scientific and technological achievements has also achieved good results,but there are still many areas that need to be improved.Therefore,this paper selects the transformation policy of scientific and technological achievements of guangdong province as the object to carry out evaluation and optimization research,which plays a very important role in promoting the transformation of scientific and technological achievements andimproving the policy system of the transformation of scientific and technological achievements.This paper takes the transformation policy of scientific and technological achievements in guangdong province as the research object.First,it comprehensively summarizes the research status and relevant theoretical basis of the transformation policy of scientific and technological achievements at home and abroad.On this basis,the analysis framework of this paper is determined.Secondly,collect the Guangdong Province’s 1986-2018 scientific and technological achievements transformation policy,first carry out a descriptive analysis of the status of the policy system according to the policy issuing unit,development process,policy type and effectiveness;then carry out a formal text analysis of the policy,the author builds A three-dimensional analysis framework of "macro-middle-micro" is presented:On the macro level,according to the theory of policy classification,the current policies are divided into three categories,namely,environmental surface type,supply surface type and demand surface type,and 12 subcategories according to the progress of policy characteristics;At the medium level,using the co-word analysis method and social network analysis method to carry out keyword extraction,word frequency statistics,co-word matrix production,social network map drawing and point centrality analysis and other steps to explain the structural relationship characteristics of current policy system.And it is determined that the focus of the current Guangdong province’s policy on the transformation of scientific and technological achievements lies in the use of fiscal and taxation policy tools;On the micro level,the focus is on the analysis of key fiscal and taxation financial instruments(that is,policy rewards for achievements,funding,equity attribution,tax incentives,and financing support).At the same time,the process perspective of the transformation of scientific and technological achievements is introduced,and the transformation of scientific and technological achievements is divided into three stages: the forming stage,the commercialization stage and the industrialization stage.The final analysis found that the current policies for the transformation of scientific and technological achievements in Guangdong Province still have thefollowing problems: the coordination of policy issuing units needs to be strengthened,the construction of regulations is lagging,the policy system is imperfect,the demand-driven policies need to be optimized,and the effectiveness of the key fiscal and financial policy measures are not enough(unreasonable proportion of investment in conversion funds,lagging incentive policies and lack of practicality,inadequate tax preferential policies and inadequate preferential methods,and the need to improve the financing mechanism of scientific and technological achievements).Therefore,this paper puts forward some countermeasures and suggestions for optimization.
