Study On The Problems Of Medical Assistance For The Families Living By MLG In Shahekou District Of Dalian City

Since 2010,when Shahekou District performed medical assistance system in dalian, medical care for urban low-income families has fully established and achieves coverage basically. The implementation of the medical assistance policy, reduces the economic burden of the urban low income family, effectively improve the low personnel's quality of life, prolong their life span. Medical assistance as an important part of social assistance, provides necessary supplementary medical insurance for urban residents. However, the current medical assistance policy still exists some shortcomings. For the patients who need medical care continuously among low-imcome people,medical assistance cannot completely solve the problems of poverty caused by illness. At the same time, as a medical assistance policy,there are many other problems, such as underfunded and policy information not free,and so on.According to the above problems, this paper mainly use literature research, questionnaire investigation and interview method, With the aid of SPSS and other statistical tools,through data analysis, comparison analysis and other analysis methods, to Shahekou District urban low-income families as the research object, on the effectiveness of the medical assistance policy performance, transparent, medical assistance, the adequacy of funding sources, medical assistance policy information transfer study is obstructed. At the same time, all the various historical data of recent three years in Shahekou District urban low-income family health care work is organized, in order to work on Shahekou District urban low income family medical assistance in the comparison analysis research. The research mainly through the way of combination of questionnaire and case interview.First of all, the result of the questionnaire survey and case interview reflects comparison and analysis the problems,then, realized the shortage existing in current medical assistance policy. Secondly, through the cause analysis, finding out the shortcomings of the medical assistance policy,such as system design flaws, the funding gap,the unblocking of policy information. Finally, in combination with the practical situation of Shahekou District and personal working experiences, drawing lessons from the advanced experience of foreign and the rest of the country,for improving the medical assistance system design, promoting the diversification of medical rescue funds source,finding a variety of ways for opening policy transmission channels.Those advices are put forward.
