Research On Community Correction

Community correction in China since July 2003 in Beijing,Tianjin and other places to carry out the first batch of pilot work,in 2009,the community correction system in full swing in the country since the community correction change rapidly in the national development,and achieved certain results,but there are still some problems and deficiencies.This paper selects Shandong city of Zoucheng Province as the focus of the investigation,through the research,we found that the community correction work has made some achievements,which is mainly reflected in the use of gradually expanding the geographical scope,is now in full swing in the country;the community correction work organization and staff basic establishment;community inmates control basic place,annual community inmates in accept the management of crime rate to be strictly controlled at 0.18%;social work have a certain understanding and gradually accept the community correction.But there are still a variety of problems,one is the community correction work team although initially established but the overall construction level is poor;two is the social investigation is not normative;three is the law is not perfect;the four is to revoke probation and parole to perform more difficult;five is to reduce the punishment mechanism to trigger difficulties;the six is the information construction lag and confusion;seven is to ensure funding is not in place.To explore the causes of these problems are mainly the following several aspects: one is the serious Chinese traditional doctrine of severe punishment;the two is China's economic development is not balanced;the three is the community correction work started late;the four is the lack of legal basis;five is the broad masses of the people is still not in place of community correction;six is the basis of community the construction of China's weak.Through a series of research,put forward some specific and practical suggestions,one is to further strengthen the construction of community correction work team;two is to accelerate the development of community correction legal system construction;three is to strengthen the community inmates reward;the four is to improve the informatization supervision means;fiveis to optimize the coordination of various departments;six is the implementation of the funding guarantee.I hope that through the gradual development of these measures to further enhance the level of community corrections.
