The Analysis Of China's Basic Public Service Efficiency Distribution

At present,China is in the crucial stage of reform and development.With the development of society,the growing of material and cultural has lagged behind the economic growth.Although the government has been working for improving the people's livelihood for few years,the lagging basic public service has been affecting the quality of life of people,on this current situation,large-scale increasing expenditure in public service to improve the quality of livelihood is not realistic,so improving public service efficiency is the key to solve this problem.Based on the domestic and foreign research,this paper uses the DEA method to measure the public service efficiency of 29 provinces in China from 2007 to 2015,and divide these provinces into eastern and western regions,then this paper analyses the trend of public service efficiency in each region,Then this paper introduces the explanatory variables such as regional economic structure,government expenditure mode,Echnology level,geographical environment,and uses Eviews software to analyze the factors of public service efficiency.Finally,in order to confirm whether the basic public service efficiency is affected by the surrounding area,this paper uses the spatial econometric model to analyze the efficiency of the spatial autocorrelation,and obtain the Lisa clustering graph.So we get the following conclusion that:1.The efficiency of basic public service in China is in the rising stage,the efficiency of the eastern region is relatively high.2.The fiscal expenditure model and science and technology have great influence on the efficiency of public service,In contrast,the impact of basic education on the efficiency of public services is not so obvious;3.At the spatial level,there is a certain connection between the regional and regional public service efficiency,that is,the provinces with high public service efficiency in China will have negative external effects on the neighboring provinces.Based on the above analysis,this paper puts forward those suggestions on how to improve the efficiency of basic public services in China: improving the financial system,and gradually integrating people's livelihood into the government assessment system.Encouraging innovation and cross-regional exchange of technology,promoting the introduction of high-quality talent.
