Measurement And Efficiency Analysis Of The Development Level Of Military-civilian Integration In Hebei Province

"Military-civilian integration development" officially rises to national strategy in 2015.In 2017,"military-civilian integration" was written into the report of the 19 th National Congress of the Communist Party of China as an important content,General Secretary Xi Jinping emphasized in the report of the 19 th National Congress of the Party that we must pay more attention to military-civilian integration,firmly implement the military-civilian integration development strategy,and form a deep development pattern of military-civilian integration.As a major military industry province,Hebei Province actively develops the military-civilian integration industry,and has gradually formed a "five-in-one" development path for industries,parks,enterprises,projects,and platforms.The military-civilian integration industry has become a strategic emerging industry in the province and will become an important force to promote industrial transformation and upgrading.Hebei Province attaches great importance to the development of military-civilian integration enterprises.Increasing the development level of military-civilian integration enterprises will inevitably require military-civilian integration enterprises to improve their total factor productivity.Studying the efficiency of military-civilian integration enterprises can be carried out from two dimensions: static efficiency and dynamic efficiency.Therefore,this paper systematically analyzes and studies the static and dynamic efficiency of the military-civilian integration development level and military-civilian listed companies in Hebei Province,grasps its development trend,and explores the reasons that hinder its further development.To provide theoretical basis and decision-making reference for improving the total factor productivity of military-civilian integration enterprises in Hebei Province is of great practical significance for promoting the depth and high-end development of military-civilian integration in Hebei Province.This paper reviews the literature on the development level of military-civilian integration and total factor productivity,and analyzes and summarizes it before conducting efficiency calculations for nine military-civilian listed companies in Hebei Province.Afterwards,an indicator system for the evaluation of the development level of military-civilian integration was established,which includes three primary indicators and fourteen secondary indicators.Using the data of Hebei Province from 2013 to 2017,the weights of the indicators at all levels were determined using the analytic hierarchy process,and then the fuzzy comprehensive evaluation method was used to evaluate the development level of military-civilian integration in Hebei Province.Then,using the data of nine military-civilian listed companies in Hebei Province from 2013 to 2017,the DEA-BCC model and DEA-Malmquist index model were used to measure and compare the efficiency of military-civilian listed companies from both static and dynamic efficiency.The research conclusions of this paper are as follows:(1)The overall evaluation of the level of military-civilian integration in Hebei Province is excellent,but the development of physical integration is insufficient.From 2013 to 2017,the two-year evaluation of entity integration was poor,and two years was average,indicating that there are certain problems in the internal development of military-civilian integration enterprises.Therefore,companies need to adjust their internal strategic structure and staffing accordingly in accordance with the development level and industry characteristics of their military-civilian integration.(2)The military-civilian integration enterprises in Hebei Province as a whole show a trend of insufficient technical efficiency.It shows that the resource allocation efficiency of militarycivilian integration enterprises should be optimized,the management level should be improved,and the transformation and upgrading of traditional industrial structures should be realized.Accelerate the speed of transferring military technology to civilian use,and speed up the transformation of innovative technological achievements.(3)Technical progress plays a vital role in the development of military-civilian integration enterprises in Hebei Province.Technological progress is the main factor affecting total factor productivity,and the improvement of technological progress has significantly promoted the increase in total factor productivity.This shows that Hebei Province should pay special attention to technological development,improve research and development capabilities and innovation levels,and focus on technology exchanges and cooperation between enterprises,so that more private enterprises with research and development capabilities can enter the militarycivilian integration field.
