The Research On Improvement In Village Cadres' Competency After Guangzhou Health Insurance Integration Of Rural-urban Residents

Social medical insurance system is an essential part of protecting the basic medical right of ordinary people.There is quite a large population in the countryside of China,and the village cadres who lead the village are the maid and importent power of the village governance,they play an important role as a government agent,in the same time,play as a head of the village.They face the villagers directly,so their quality and ability,what they say and what they act directly relate to the efficiency of the new countryside construction,relate to what can mass villagers get from the reform.For this reason,our country have to build a high-quality and a high-ability team to ensure the smooth operation of the implementation of medical insurance system for urban and rural residents.This dissertation researchs competency of village cadres from a new perspective,which is the performance in the implementation of medical insurance system for urban and rural residents of Guangzhou.We discover some problems,and then we analyse what are the reasons,at last,we offer proposals.The first part and the secend part are on the basic discourses,including the background and significance of the research,overview of documents at home and abroad,the basic currents and theories,the basic train of thought and framework and research methods.Part 3 analyse what changes on the competency of the village cadres before and after the integration of urban and rural medical insurance.Pant 4 describe the basic structure and functional features of the village cadres of Zhongxin Town,Guangzhou City,Guangdong Prov,and by arranging and analyzing the results of questionnaire and investigation,we draw a conclusio that the competency of the village cadres is not enough.Part 5 we point out 3 shortcomings of of village cadres' competency.At last we draw three conclusions: to strengthen the spirits of service the people,to set up appraisal system basing on competency,to set up compensation systems basing on competency,to set up training system basing on competency.We believe that village cadres' competency after Guangzhou health insurance integration of rural-urban residents is insufficient,in order to ensure the smooth operation of the new policy,village cadres need to improve their competency.It is hoped that this dissertation will be of practical significance for other provinces and cities,improving the competency and strengthening the construction of village cadres.
