| Village cadres are the backbone force for implementing the Party’s policies and national laws in rural areas,and the bellwether for leading the peasant brothers to build a moderately prosperous society in an all-round way and finally achieve common prosperity.Village cadres play a key role in the process of promoting the rural revitalization strategy,and the achievements have been obvious to all.As a bridge and link between the Party,the government and villagers,village cadres play an irreplaceable role in the implementation of various national policies.It can be said that the performance ability of a village cadre determines the future development of a village.Since the number of village cadres is huge and the composition of them is relatively complex,this group will have a significant impact on the development of various rural undertakings and the strategy of rural revitalization,so the village cadre group is of great research value.This paper takes the village cadres of L county as the research object,hoping to find ways and methods to improve the competence of the village cadres of L county through this study,and then improve the overall quality of the village cadres of L county,enhance the level of grass-roots governance of L county,and contribute a little meager force to the development of L county.This paper uses literature method,questionnaire method and systematic analysis method,through literature research to sort out the concept of village cadres,competency and competency of village cadres.Combined with the competency model theory,human capital theory and leadership characteristics theory,based on the basic situation of L county and L county village cadres,as well as two rounds of expert demonstration,the competency model of L county village cadres was finally established,and based on this,the current situation of L county village cadres competency was investigated and analyzed.The study found that the village cadres in L county have some problems,such as lack of positive working attitude,need to strengthen the consciousness of serving the people,low level of science and culture,low learning ability and willingness,insufficient ability to develop the economy,and insufficient ability to expand the collective economy and raise funds.Then the internal and external factors of the reasons for the incompetence of village cadres are analyzed.Finally,from the perspective of the village cadres themselves and the external environment,the paper puts forward some optimization suggestions on improving the ideological and political quality of the village cadres,strengthening the capacity construction of the village cadres to perform their duties,perfecting the selection and employment mechanism,perfecting the education and training system of the village cadres,strengthening the assessment and evaluation management of the village cadres,and perfecting the reward and punishment mechanism of the village cadres. |
