| Urban village is created by the rapid urbanization of Chinese cities,its existence and development will have a direct or indirect on the urbanization progress,the healthy urban development and the construction of harmonious socialist society.According to the 3rd Plenary Session of the 18 th Central Committee of CPC,we must innovate social governance,ensure people’s livelihood and maintain social stability.The governance of urban village community is not only an important task or effective measure for the innovations regarding urban governance in the contemporary China,it also represents a major livelihood project.Therefore,the construction of harmonious community is crucial to the completion of social transformation,the solution of community development problems,the elimination of social contradictions and the realization of socialist harmony.This article takes the city village community governance of Guangzhou’s Tongdewei as the research goal,based on material collection,field research and questionnaire survey,the transformation of Tongdewei community has been cited as the example to analyze the problems about urban village community governance.With regard to the diverse social development trend of Guangzhou,this article puts forward a multi-governing model for communities.Meanwhile,it comes to summarize relevant community governance experiences at home and abroad,and the governance research regarding Tongdewei is considered before proposing countermeasures and suggestions for the current urban village community governance in Guangzhou and China.This article is divided into three parts.The first part consists of Chapter I,Chapter II and Chapter III;Chapter IV.Chapter V and Chapter VI are included in the second part;the third part is for Chapter VII,and main contents are as follows:The first part delivers a general description,which includes research project background,goal,significance,main point,thinking,and research conditions at home and abroad.Relevant concepts and theories of urban village community governance are elaborated.Based on the experiences of community governance at home and abroad,it discusses the development history and governance mode that can contribute to this research.The second part is the analysis of the current governance situations of Tongdewei,including the main problems,cause analysis,development status,and existing challenges.It has an in-depth discussion for the countermeasures and experiences regarding Guangzhou’s urban village community governance as well as studies the governance mode and features of Tongdeweicommunity from the perspectives of government obligation orientation,party construction,cadre-mass relations and livelihood improvement.The third part is the conclusion,so it summarizes the innovative features of Guangzhou’s urban village governance mode and probes into the prospect of promoting Tongdewei mode for the urban village community governance. |
