The Study Of The Model Of Governance Of Urban Village Communities In The Progress Of Urbanization

The effective governance of urban-village community is the practical needs of social transformation, the new topic on city development in the course of urbanization under the construction of the homonymous society and also an important task on the domestic urban management at the present stage. Based on the practice of Public Administration, this article makes a profound analysis of core problems and its causes on governance of urban-village communities in Guangzhou at present by applying of related theories of Politics, Administration, Public Policies, Sociology and etc, as well as by the case study and field trips to Chaojiao Village. And then the compatible model of governance of communities of urban-village in Guangzhou and the approaches to achieve has been explored. In the author’s opinion, the superior ways to govern the "village-in-city" communities in Guangzhou should focus on building the ideal model which involves the guidance of the authority, the reforms on both management of grassroots government system and rural economic collectives, the transforming of the social status from countrymen to citizens and in addition with the construction of the vertical administration system with the attending of government and the horizontal self-management framework in communities. Therefore, the broad participation of residents in communities in public administration should be encouraged in adherence to the government leadership and the active guidance of government on autonomous communities. In the respect of community itself, they should complete a self-management system with a sound management mechanism, optimized usage of rights and a constant innovating pattern in governing the communities. With regards to the government, administration should concentrate on scientific goal, reasonable obligations of government and the relationship between government and organizations within communities so as to set up the mechanism in which government and communities’residents can be interacted. Good environment of system in community should be built so that a stable, orderly, safe, civilized, comfortable and harmonious community which is a good environment and where people live and work in peace and contentment would be established.
