Guangzhou city with "village to community" political and economic separation work, found only in Baiyun District there are 48 villages in the full realization of the separation of politics and economics, adhere to the "three changes", "three unchangeable", "3-zation" the principle of promoting the collective economic transformation and upgrading, the realization of economic cooperatives shares curing. Through the case of separation of Baiyun District Ling village economic analysis, found in Guangzhou City, there are political and economic separation of economic organization to achieve the government market, public service functions, village to community insufficient and community responsibility, rights and interests is not clear three problems. From the perspective of political and economic separation from the rural management system into the plight of the city management system, found the causes include three aspects: congenitally deficient incomplete property rights system, imperfect equity system, imperfect management system and lack of Union policies and regulations and the system of property rights; administrative expenses, office of community neighborhood Committee the housing is not fully into government security, water management model backward, lack of public service functions of public security, sanitation and other public service charges and difficult to guarantee; village to community retain and use the village administrative chapter, bear a lot of social management, community committees rely heavily on the economic union and responsibilities cross. According to the causes of the problem, for the optimization of Guangzhou city to promote the separation of politics and economics, puts forward specific countermeasures and suggestions to implement the qualification of voters, the function of organization, cadre management, accounts of assets and decision-making procedure of five separate, in hope of providing reference for Guangzhou and even the national urbanization practice.
