A Study On The County Sage's Participation In The Rural Governance Of Xiaoguan County In Gongyi City

In recent years,the culture of county sage has emerged gradually.And relevant social organizations have been setting up in many areas of China,such as County Sage Council,County Sage Senate or County Sage Volunteer Workstations and so on.It aims at making the best of rural elite in rural governance.The rise of county sage culture is closely related to the internal problems in rural governance as the participation of rural sage helps rural governance out of predicament,which also provide an opportunity to improve the status quo of rural governance.The rural elite groups can make contributions to the development of county by offering advice and suggestions in this project,and it is the essence of county sage's participation in rural governance.Actually,county sage governance is a supplement and perfection of the existing governance system in the countryside.Besides,it is an orderly participation in rural governance on the basis of the democracy at the grassroots level autonomy system within the framework of modern rule of law.Based on the theory of state-society theory,governance theory and the elite theory,three main research methods are adopted in this study,that is,literature review,questionnaires and interviews.It aims at studying the specific practice of county sage's participation in the governance of Xiaoguan County.This thesis composes of six parts as follows.The first part mainly introduces the background,the significance,the related studies,the research methods and the advantage and disadvantage of this study.The second part presents the related conceptions of the present study and its theoretical framework.The third part gives us a brief introduction of the county sage according to the history of county sage and concludes three enlightenment.The forth part is the most important part of the study,which analyzes the current situation of the governance in Xiaoguan County with the help of county sage by questionnaires and interview.The fifth part points out problems exist in the governance in Xiaoguan County with the help of county sage,such as the fault and loss of county sage,the misleading concept of county sage,the narrowness government of county sage,and their shortage of autonomy and collaborative in county governance.The study works out the following reasons for the current problems.First of all,the rural elite reduces continuously under the background of urbanization.Besides,people have but a hazy understanding on the the culture of county sage,which leads to the criteria of county sage's selection is difficult to quantify.Last but not least,the organization of county sage is not perfect within strong quality of administration,so that the organization of county sage is not effective complement with county organization.Therefore,the sixth part proposes related security not only in policy support but mechanism,and it will guide the county sage participating in rural governance orderly.Furthermore,the government should vigorously promote the culture of county sage and make clear the selection criteria.Finally,the organizational development of county sage is essential,it should provide organizational security and reduce administrative intervention to improve the participation of the county sage in rural governance by their autonomy and synergy,thus to promote the county cage to participate in rural governance of Xiaoguan county.
