Although the rural governance is the foundation of the national governance system,the current mechanism of village governance gradually faces some difficulties in practice.There is a high hope from political and academic circles which regard the emergence of the New Country Sageasa new way to solving the rural governance dilemma.Achieving certain results in the exploration of country sagegovernance on the one hand,but on the other hand,there is still a big gap between the theoretical expectations and the practice mention above.Through on-the-spot investigation and case analysis,this article analyzes the innovation mode and achievements of the new country sagegoverning in Yucheng County,and concludes that the country sage Senate is an effective way of the new country sage governing.Using the national and social theory,governance theory,elite theory,literature analysis,field research,historical analysis,etc.,this article will present an in-depth study on the participation of the New Country Sagein rural governance from the historicaldimensions.By analyzing the historical evolution and the comparison of country sage governing in different period,we can get the conclusion that two prerequisites for the country sage governing should be obtained: the generally stable society,and the rural autonomypolitical system.Meanwhile,this article analyzethe environmental conditions of the new country sage governing from the four aspects: historical inertia,realistic needs,local feelings,and policy.Through the on-the-spot investigation of Yucheng County,this article analyses the innovative experience and practices of Yucheng County in setting up the country sage Senate,attracting local talents to return home,and promoting the culture of country sage.Through the practice of Xinzheng Kenji Village,Yucheng County has stimulated the endogenous driving force of rural governance,mobilized the enthusiasm of the mass autonomy,changed the one-way governance into two-way interaction,and the core rule into multi-dimensional governance,step by step,a modern social governance system of one core and pluralism has been formed,creating a new social governance structure of joint construction,joint governance,and effectively improving the modernization level of rural governance.Through the analysis of typical cases,this paper summarizes the specific role played by country sage in Yucheng County in the aspects of industrial prosperity,ecological livability,rural civilization,effective governance,and prosperity of life.The viewpoints and conclusions of the study are as follows: the new country sage governance is the continuation and inheritance of the country sage governance in ancient times;it is an effective way to cope with the plight of rural governance;it is a beneficial supplement to the modern rural governance system;the Council of country sage is an effective organizational way for the rural governance,and it is an effective way for the rural governance to be modernized,institutionalized and standardized.This article pointed out that there are still some potential risks such as cognitive bias,low enthusiasm and ambiguous participation in the new country sage governing.Finally,this article proposes some suggestions for the new country sage governing: vigorously promote the culture of the country sage,strengthen the positive incentives for the country sage,promote the organization of the country sage,improve the relevant system of the country sage,and strengthen the system of the country sage.
