Study On The Participation Of New Country Sages In Rural Governance In Madian Village, Jialing Town

At present,with the promotion of the Rural Revitalization Strategy and the con struction practice of beautiful countryside and pastoral complex projects,the rural so cial outlook is quietly undergoing gratifying changes.But it is undeniable that rural social development is still facing some difficulties,from rural marginalization,hollo wing to rural cultural breakdown,rural governance talent gradually drained,rural so cial governance subject significantly shrinking.Under this complex governance backg round,a phenomenon of " New country sage " returning home to serve hometown has arisen all over the country,and the term " New country sage " has gradually entered the vision of scholars and triggered extensive discussions.The practical partic ipation of the new country sage in rural governance not only realizes the diversifica tion of rural governance subjects,but also injects fresh blood into the development of rural society.In this study,the traditional squire is regarded as the predecessor of the new c ountry sage,and the new rural sage as the new interpretation of the traditional squi re is the inheritance and development of the squire.The study of the squire is the basis of the study of the new rural virtuous.The study of the squire provides a his torical basis for the study of the current new rural virtuous.Based on this premise,the article first focuses on the participation of the traditional squire in rural govern ance and that of the new rural virtuous in rural governance,using literature analysis and historical analysis.The current research situation is summarized.Secondly,on t he basis of grasping the current research situation,the concepts of "squire"," new c ountry sage" and "rural governance" related to the research theme of the article are defined.At the same time,under the guidance of "multi-center governance theory","social capital theory" and "elite theory",we can grasp the content of article researc h more accurately.The reason why new country sage can participate in the rural co nstruction is mainly based on the inheritance of the rural gentry in the historical ine rtia,the local complex which is hard to give up,the guarantee of the top-level desi gn of the government and the response to the plight of rural governance.At the sa me time,new country sages' participation in rural governance has led to the return of rural resources,led the moral civilization,enhanced the ability of grass-roots auto nomy and promoted the construction of rule of law culture,which plays an active r ole in rural governance.This study mainly uses case analysis,field investigation and historical analysis,Compared with the current academic research on the participation of new country sage in rural governance in Zhejiang,Jiangsu and Anhui,this paper takes Madian vill age,Jialing Town,as the carrier,and takes the participation of new country sage in rural governance as the research object.The perspective of the research is applied to the areas with relatively underdeveloped level of economic development and imm ature development mode of new country sage,which makes the research have more typical reference.Firstly,based on the questionnaire survey and interviews of Madi an Village in Jialing Town,the fault and "false prosperity" existed in the process of Madian Village's new country sages' participate in rural governance,the deviation o f villagers' perception of the new country sages,the inappropriate positioning of the relationship between the new township sages and the two committees of the village,and the inappropriate positioning of the relationship between the new country sages and the village committee On the basis of facing the problems existing in new co untry sage Governs Villages,Madian Village,this paper further analyses the deep-se ated reasons for the problems: the "unable to return,unable to stay" of new country sage governs villages,the cognitive deviation of new country sage and its culture.The system of regulation and support is not perfect.On the basis of the above pro blems and the analysis of the causes,this paper puts forward the corresponding stra tegies to promote the new country sage governs villages.In view of the fault of th e new country sage group and the false prosperity of the new country sage,from t he perspective of "returning" and "staying",this paper proposes to strengthen the gu idance of national policies,establish an interactive platform for the participation of new rural talents in governance,take the initiative to find new country sages,and e stablish a new rural organization of new country sage;in view of the problems of t he villagers' cognition of new country sages in the village and the inaccurate role orientation of new country sage,it proposes to strengthen the identity cognition and accurate role orientation of new country sages;in terms of the participation of new country sages in the village The governance lacks motivation and supervision mech anism.The paper proposes to build a structured incentive mechanism and a constrai nt mechanism of "advancing and retreating".
