Countermeasures On Promoting Anti-terrorism Ability Of Shenyang Railway Public Security Bureau

Recent years, terrorists cause many violent and horrible cases in our country influenced by the intense terrorism overseas. This situation threats the safety of people's life and property and security and stability of the country so that counter-terrorism is focused by the public security organisations and become a global important project for safeguarding national security and unification. As a key point of transportation which carrying passengers over hundred thousand and cargo over ten millions tons per day, the railway station, the train and the area along the railway of Shenyang Railway Bureau are easily to become the targets of terrorists. The competency of counter-terrorism is important for enhancing individual quality of police, improving the capability of handling the emergency and counter-terrorism, preventing the happening of terrorism, and particularly safeguarding the security of administrative area under Shenyang Railway Bureau. Therefore, this thesis study the field of improving the competency of counter-terrorism and sets Shenyang Railway Bureau as study target. Meanwhile, it discusses the weaknesses of building the police force and provides the advices of improving the competency of counter-terrorism of Shenyang Railway Bureau.The first section explains the background, study target and the basis of the research. It determines the concept of terrorism and the competency of counter-terrorism and the framework of the research based on the fact that summarising the previous study results of the competency of counter-terrorism.The second section using current situation of counter-terrorism under Shenyang Railway Bureau of Public Security as study target to summarise the current situation of the competency of counter-terrorism of Shenyang Railway Bureau of Public Security based on the structural interviews. It analyses the weakness of the competency of counter-terrorism and points out the main issues of Shenyang Railway Bureau of Public Security such as the low awareness of counter-terrorism, aging issues and low quality in primary level police, old-fashioned weapons, and the limited intelligence information exchange. It also analyses the causes of this weakness such as little inter training, low comprehension, less practical training, slow updating of weapons and the defective platform building of intelligence information exchange.The third section is based on the causes of weakness of the competency of counter-terrorism in Shenyang Railway Bureau of Public Security and using related theories as research tool. It is also using the positive experience of the competency of counter-terrorism building domestic and overseas in order to improve the framework of the competency of counter-terrorism in Shenyang Railway Bureau of Public Security. Finally, it combines the practical situation of Shenyang Railway Bureau of Public Security to analyse the possibility of this framework and supports the later policies for the framework.The forth section gives the detailed suggestions of the competency of counter-terrorism in Shenyang Railway Bureau of Public Security. For example, it needs to enhance the awareness of counter-terrorism, improve quality of primary level police, make new weapons updating quickly, speed up building the intelligence information exchange, and improve the pre proposal of solutions of disposition in four types of terrorism cases.The last section is the conclusion of this thesis. It indicates the weakness of the study and further views of the research.
