Study On Joint Examination And Approval Of Construction Projects In Guangzhou

In the context of National Government streamlining administration and delegating power and Guangdong Province deploying first pilot of the reform of the administrative examination and approval,as a nationwide bridgehead of reform—Guangzhou Municipalityresponds positively to national and provincial policies,took as an entry point the picture showedto local government by CPPCC member Cao Zhiwei,during the "NPC and CPPCC" period in 2013,which presents a 799 workingdays' "long march" approval of a construction project from the preliminary investigation to projectapplication and then to acceptance,released the joint examination and approval programme of construction projects of Guangzhou,as a begginingof pilot implementation ofthe administrative examination and approvalreform of Guangzhou.This paperelaborates the study background and significance of the joint examination and approval of construction projects of Guangzhou,briefly introduces domestic research on the reform of the administrative examination and approval,including the significance,problems,reasons and policy recommendations.On this basis,analyzes the reform incentive of the joint examination and approval of construction projects of Guangzhou from national,provincial and municipal level,briefly describes the three versions and evolution process of development of the joint examination and approval of construction projects.Accompanied byappearanceof new movements in administrative areas,such asstreamliningadministration and delegating power,expanding of "Internet+government services",and industry associations' increased effects,there are problems offive aspects in practice of the joint examination and approval of construction projects of Guangzhou,including thedefects in the examination and approval system,the unscientific mode of examination andapproval,the low efficiency of multi-link charges,the lack of inspections and regulatory mechanisms,and the level of stuff not up to expectations,due tothree factors: administrative system,interests and support.This paper makes a comparative analysis of the reform pattern of Guangzhou and of Xiamen,which is recognized by domestic construction projects field,points out the differenceofboth sidesinthereform of the administrative examination and approval,puts forward the revelation of the Xiamen patternon the development of Guangzhou's.Finally,this paper puts forward policy recommendations on development of joint approval of construction projects of Guangzhoufrom the five aspects:the examination and approval system and pattern,normalization of fees,form of random inspection,team construction of government affairs.
